Research On The Innovation Of Grassroots Urban Management Law Enforcement Mode From The Perspective Of Synergistic And Co-governance

In recent years,with the acceleration of urbanization,various urban management problems have begun to appear frequently,and grassroots urban management members have become an important part of urban management.In the face of various urban management problems,most scholars have proposed different solutions for urban management law enforcement itself from various angles.However,few scholars have noticed the phenomenon of “two-way dissatisfaction ”in grass-roots urban management law enforcement---public members are not satisfied with the process and effectiveness of urban management,while grassroots urban management members are not satisfied with the urban management work.Based on the theoretical perspective of synergy and co-governance,through the analysis of the actual case of Meilong Town law enforcement squadron for the law enforcement pattern of innovative practice,and on the basis of the advanced experience of the United States and Singapore in urban management,this paper discusses how to improve the efficiency of urban management law enforcement at the grass-roots level by integrating the resources of multiple subjects through the participation of multiple subject in collaborative governance and functional integration way within community-based units.At the same time,this paper seeks the effective practice of grassroots urban management law enforcement that can be promoted in Shanghai,which consolidates the foundation of urban management from the source and realizes the optimization and innovation of urban management law enforcement at the grass-roots level through seamless communication,effective coordination and cooperation mechanism among multiple subjects.This paper intends to adopt qualitative research methods,including literature research methods,normative research methods and empirical research methods.Feasible solutions are put forward at the end of the article to solve the "two-way dissatisfaction" dilemma,which means a series of reforms by upgrading of the innovative approach of “urban management into the community”in Meilong Town in the following aspects,in legal support: accelerating the process of urban management legislation and establishing a perfect legal system of urban management;in synergistic system: building a trinity system of "structure-standards-information",which includes innovation of institution and mechanism,standardization of management and service,and sharing of network and data;in the construction of the urban governance complex: building the urban governance complex,smoothing the new path of public participation and empowering the big data-driven engine.
