Research On Application Platform Of Civil-military Fusion Technology Transformation Based On IDSS

During the 13 th Five-Year Plan period,China's economic and social development is facing the deep adjustment under the new normal conditions.National defense system,as a new and high technology intensive areas,build military and civilian depth fusion operation system,to promote transformation and upgrading of local industry,drive the economic development by innovation,create a two-way transfer and benign interaction,productivity of good situation has very important realistic meaning and far-reaching influence.Civil-military integration technology is one of the core issues of the application of transformation project of integrated decision-making method study,need to combine the maturity of the technology itself,as well as the industrialization of cost-benefit analysis,in the future market development trend and policy environment analysis,industry analysis,etc.,as far as possible,reduce artificial factors interference,provide decision support for the project development;At the same time,full consideration is given to collaborative decision-making and cross-domain decision-making under the condition of expert participation.Intelligent decision support system(IDSS)can help decision makers of relevant data,models,and tries to use knowledge,through the man-machine interaction pattern,provide related problem solving function in many ways,so as to assist decision makers make decisions better.Therefore,transformation and application of IDSS for military and civilian integration technology,the evaluation is objective and scientific,the corresponding evaluation model and index system was constructed,empirically,plays a positive role to promote the transformation and application of civil-military integration technology.In this paper,based on multi model comprehensive decision making,based on IDSS,a decision support system is designed and implemented for the application of military and civilian integration technology.The evaluation index system of evaluation technology transformation application is put forward,and the weight of evaluation indexes in different circumstances is set up and the system is based on this system.The evaluation index and weight set up an adaptive evaluation model of the technology transformation application.The evaluation model combines the knowledge base,the model base and the method library built in the system.We can make a reasoning evaluation on the scheme of the transformation and application of any military and civilian fusion technology,and combine the existing case library,and give a full reference meaning.The auxiliary decision-making body carries on the analysis,provides the method and the tool for the civil military integration technology transformation application choice scientific decision-making.A typical example shows that the multi model comprehensive decision-making method proposed in this paper is effective and feasible,which can provide a new perspective and reference for the research of military and civilian fusion technology transformation.
