Under The Institutional Analysis And Development (IAD) Framework:A Study On The Policy In S County To Support Migrant Workers Return Hometowns For Entrepreneurship

Since the global financial crisis in the second half of 2008,central government of China has issued a series of policies which support migrant workers to return to their hometowns for entrepreneurship.In 2015,driven by the “double innovation”,the central government and local governments actively supported and encouraged migrant workers to return to their hometowns for entrepreneurship and innovation activities.The unique support policies and services have provided migrant workers with great convenience.As a model county for migrant workers to carry out entrepreneurship,S County of Jiangsu Province has launched a series of policies and services to encourage migrant workers to return to their hometowns for entrepreneurship and innovation activities.However,this work is still in its early stage,and the support policy also need further improvement.This study uses the institutional analysis and development(IAD)framework proposed by Ostrom to construct a model of the support policy for migrant workers returning hometowns for entrepreneurship,which covers exogenous variables,action stages and interaction models,assessments and results,and recommendations.And this paper applying literature analysis method,questionnaire survey method and interview method,analyzes the external factors affecting the return of migrant workers to start their own businesses,the internal process and results of the policy stage,and establishes evaluation indicators according to specific evaluation criteria.The system conducts a scientific assessment of the support policy,and validates the validity of the model by empirical analysis of S County.The analysis of S County as an example shows that under the influence of social and economic development,the common attributes of migrant workers and macroeconomic policies,the central policy stage,local policy stage and informal stage interacted with each other,and produced a series of support policies.These policies have achieved good results.but there are still some shortcomings in some specific support policies still need to continue to improve.Based on the above analysis,the dissertation proposes that the farmer support policy for migrant workers can be improved from many aspects.
