Institutional Framework And Empirical Analysis About Liuzhou Government Supporting The Development Of Industrial Enterprises

Abstract: With the further acceleration of economic globalization and deepening and development of China's reform and opening-up, China's economy, politic and culture ties with the world more closely. Facing up to the global economic and political development trend, construction of Chinese government is confronted with an important challenge, which is the problem of being in line with the world. How to adapt to the new situation, adjust the government functions, and integrate into the world better, so as to promote the economic and social development and enhance national comprehensive strength, has became a focus of domestic research.In this article, from the angle of reform, opening up and market economy, taking Liuzhou government how to support the development of industrial enterprises for an example, the local government how to transform functions and build service-oriented government to promote the local economic and social development in a market economy were discussed through research, case studies, comparative studies and other methods. In this paper, through the material of Liuzhou's industrial reform and development, using how Liuzhou government supports industrial development as a starting point, experience in building service-oriented government is summarized and building of service-oriented government is concluded, which will provide a useful reference for the research& building of service-oriented government. Introduction and four chapters compose the full text. Introduction is the chapter I, which includes the research background, literature review, significance of topics, research ideas and methods as well as the empirical value and significance; Chapter II clarifies the relationship between the service-oriented government and government support through discussion of service-oriented government, the content of government support, theoretical basis and basic features, etc.. Chapter III focuses on the support of Liuzhou government to industrial enterprises, mainly discusses how the government implements the political support, economic and technological support, cultural and personnel support to enterprises, which lays out the system framework of government support to industrial enterprises. Chapter IV further demonstrates that the role of the institutional framework of Liuzhou Government support through empirical methods; Chapter V presents four thinking about the construction of service-oriented government through the analysis of effectiveness and problems of Liuzhou government's support for industrial enterprises.
