Research On "One Core And Pluralism" Governance Model Of Yunxiang Community In Guangyuan City

Community is the basic unit of society,and community governance is the foundation of national governance.In a sense,the community is a miniature society.As the intermediary agency of the government and residents,the community provides services for the residents on behalf of the government,expresses appeals to the government on behalf of the residents,coordinates and solves the problems related to the interests of the jurisdiction.With the development of economic community and the improvement of residents' income level,most residents have higher and higher expectations and demands for community governance.The effectiveness and level of community governance is also the embodiment of the effectiveness and level of national governance.Since the 18 th National Congress of the Communist Party of China,the party and the state have attached great importance to social governance,continuously promoted the construction of national governance system,and made improving social governance as an important direction of the modernization of national governance capacity.The report of the 19 th National Congress of the Communist Party of China further proposes to build a social governance pattern of "co construction,co governance and sharing",and "Party committee leadership,government responsibility,public participation,social coordination and legal protection" has become the main path of current social governance.But in the practice of community governance,what is the orientation and boundary of the subject of diversified governance? what is the mode of operation between subjects? how is the effect of sharing and co governance? This paper takes the social governance of sharing and co governance in Yunxiang community as a case to analyze the above problems.This paper uses the theory of good governance and the new public management,the methods of literature survey,on-the-spot investigation,case analysis to conduct in-depth analysis of the " One Core and Pluralism" governance model of Guangyuan City's Yunxiang community.First of all,the paper introduces the basic situation of rue community,explains the background of implementing " One Core and Pluralism" mode from the external environment and internal contradictions,and describes the governance path and effectiveness of Yunxiang community from three aspects of governance organization,governance platform and governance means.Secondly,the paper analyzes and summarizes five key elements of "one core and multiple" governance mode through the relationship between Party building and community governance,the role orientation of governance subjects,the mechanism of negotiated governance and the security system: first,we must adhere to the leadership of the party,effectively embed party building into the community governance work,and use the three advantages of the party to gather the governance forces of all parties;second,we should make clear that Clear the status of the main body,ensure the status of the main body of community governance,and clarify the status and boundaries of the main bodies of all parties;third,we should build an effective governance platform,build a smooth platform for dialogue and communication,and establish a scientific decision-making process;fourth,we should cultivate and strengthen social self-governing organizations,condense community strength and enrich governance means;fifth,we should improve the legal system to ensure the management of community governance operate effectively and continuously.Finally,the paper analyzes the problems existing in the governance of rue community,such as the tendency of administration,the imbalance of community service,the lack of autonomy of social organizations,the lack of investment in social resources and the lack of enthusiasm of public participation,and puts forward four optimization suggestions: optimizing assessment,reducing administrative burden and avoiding community administration;the community should expand the scope of service,supervise the content of service and improve service;the common consciousness of the community should be cultivated;the channels of residents' participation should be unblocked to attract residents' participation;the funds,facilities and human resources of the community should be enriched by the support of the superior,the coordination of the resources of the jurisdiction and the improvement of the utilization efficiency of resources.This paper takes the case of rue community grasping the core of the party organization and integrating multiple subjects to jointly carry out community governance as a study,analyzes the effective practices of the community in the implementation of community governance,summarizes the successful experience,on the other hand,analyzes the problems existing in the community and puts forward countermeasures and suggestions,which can also be used as a reference for rue community,provides reference for other communities in governance.
