As the process of urbanization continues to accelerate,profound changes have taken place in the urban social structure and population structure,the living standards of urban residents have continued to improve,and the needs of residents have been increasing.In the contemporary social governance scientific background,whether or not the enthusiasm of all parties involved in society can be actively used to form a harmonious scene of efficient government governance,social adjustment and supplementation,and a high degree of autonomy of residents is an important indicator of the level of government's social governance capacity.The report of the 19 th National Congress of the Communist Party of China proposes: "Creating a social governance pattern of co-construction,co-governance and sharing,strengthening the construction of community governance systems,pushing the focus of social governance down to the grassroots level,giving play to the role of social organization,and realizing the benign nature of government governance,social regulation and residents' autonomy interactive".The root of community autonomy is how to effectively empower community residents.Over the years,local governments have made a lot of useful explorations in reforming the government management system,dividing the boundaries of government and community responsibilities,and rationalizing the relationship between government and society.However,these models still have some gaps from real government empowerment and high community autonomy.Huangzhong Street is located in the southern part of Jinniu District,Chengdu City,Sichuan Province.It is located in the core area of Chengdu's five central urban areas.It is an area where important tasks such as economic and industrial upgrading,urban transformation,and social transition are mixed.The government's "offside",the "absence" of citizens,the blurring of power lines between government and society,and the problem of community main body and community organization's insufficient ability to exercise right have become the key issues that plague the development of social governance in Huangzhong Street.Cases of Huangzhong Sub-district Citizens' Discussing Governance are selected as this article's object.From the perspective of public management,the scientific theory such as principal-agent theory and empowerment theory is combined with the specific cases of Huangzhong Sub-district Citizens' Council.This article analyzes the measures taken in this process,and analyzes the feasibility and effectiveness of various measures taken by the grass-roots government to promote community governance and effectively empower community residents,as well as the administrative functions and social benefits brought by the empowerment process.Research and explore the key issues in community governance in China,summarize the practical experience of urban community citizen governance,resolve the problem of community residents' "formal right,but practically no right",and further exert the role of the masses and innovation for other regions,and provide reference and help for other regions to further develop the role of the masses,innovate social governance,and improve the effectiveness of community governance.
