The institution of village autonomy is a basic social management mode and institutional arrangement in our Rural Community,which is also the important content of the construction of democracy and politics in our country's rural areas and plays an important role in our country's grassroots governance.In the 21 st century,with the rapid development of rural social economy,as the single autonomous subject,village committee faces with the challenge of such problems like formalized election,superficial democratic decision-making,in-proper management and lack of supervision.All these lead the weak of function of the villager autonomous organizations;the villager autonomy is in a "suspended" status and cannot be effectively practiced.Based on the theory of empowerment,chosen the new type of villagers' autonomous organizations as the object of study,this article deeply analyzes the emergence,development and operation of the new type of villagers' autonomous organizations on the basis of a large number of field survey and interviews materials in S village council.New type of villagers' autonomous organizations are showing strong grassroots governance vitality since they emerged,and play an important role in providing the rural public products and services,strengthening grass-roots social management and promoting the construction of democracy and politics in our country's rural areas.However insufficient participation,the trend of semi-administrative,unsound organizational mechanism and institution,the complex relationship with the two committees of village and influenced greatly by the clan or family and other factors lead the play of the function is limited.Based on the empowerment theory,the article deeply analyzes the reason of disempowerment or powerlessness in these new types of villagers' autonomous organizations from the microscopic,medium and macroscopic angle of view and puts forward the corresponding strategies of empowerment.The first is the self and individual empowerment,including raising the learning and reflexive thinking abilities of council members and strengthening the villagers' identity to the autonomous organization,etc.The second is the group and organization empowerment,including exploring suitable local democratic model,overcoming the structural power imbalance,absorbing the villagers' participation and partnership in various ways,etc.The last is the political system empowerment,including completing relevant laws and regulations,perfecting related management system and cultivating the participated political culture and so on.These empowerment strategies are aimed to enhance the governance capability of new types of villagers' autonomous organizations.These empowerment strategies are aimed to enhance the governance capability of new types of villagers' autonomous organizations and put them into well-regulated and approved social community.All these can activate the rural community autonomy and promote villagers' autonomy changing from formal democracy to entity democracy.
