Research On The Incentive And Constraint Mechanism Of Social Enterprises To Provide Community Public Services

With the rapid development of Chinese society,a single community public service can no longer meet the diverse needs of citizens.Faced with increasing pressure on the supply of public services,government supply is weak.Traditional enterprises and non-profit organizations also have their own limitations in the provision of public services.Therefore,new supply methods are urgently needed to alleviate this contradiction.Social enterprises provide public services through market mechanisms to achieve social goals.The emergence of this new organizational form has blurred the demarcation line between for-profit and non-profit organizations.It can not only use commercial operations to continuously and effectively provide community public services.It can also effectively solve the "voluntary failure" dilemma faced by non-profit organizations in the provision of public services and become a new member of community public service provision.This article first analyzes the superiority of social enterprises in the provision of community public services in theory,and combines the practical status of China's social enterprises in participating in the provision of community public services.The policy-oriented incentives and constraints and the social environment support incentives and constraints have resulted in the inability of China's social enterprises to provide community public services in a sustainable manner.Based on this,it is proposed to establish an incentive and restraint mechanism for public services provided by social enterprises in our country,and propose related measures.This article believes that the incentives and constraints on social enterprises come from three aspects.At the government level,the government needs to speed up the legislation of social enterprises,establish a sound social enterprise policy system to guide social enterprises to participate in the provision of community public services,and at the same time establish social enterprise supervision systems and exit mechanisms to avoid social enterprises in the process of supplying community public services.Self-interestbehavior;At the social level,it is necessary to cultivate a civic culture suitable for the development of social enterprises and improve the public supervision mechanism to encourage and restrict the behavior of social enterprises in providing public services.At the level of social enterprises,it is necessary to cultivate social entrepreneurs and strengthen the ability of social enterprises to solve corporate development issues and social problems,strengthen the sense of social enterprise responsibility,and improve the internal governance structure of social enterprises are used to encourage and restrict social enterprises.Through the establishment of three aspects of incentives and restraint mechanisms,it is expected that it will have a positive impact on the provision of community public services by social enterprises.
