Between Constraints And Services:The Practice Of Community Correction Within Hongcheng Zhengze

In the context of building a socialist country under the rule of law,the community correction becomes more and more important in the national judicial system.Influenced by Chinese traditional culture and the social concept,most of the prisoners under community correction are not accepted by the surroundings for a long time.This had lead to the repeat of crime during or after correction.Therefore,how to do the correction work to improve the prisoners' ability so as to help them return to the society and fit in the society becomes particularly important.This paper will mainly focus on how social work can be involved in community correction more effectively.In this paper,the Zhengze community is selected as the research object.The Zhengze community is a professional correctional center in Nanchang city,which has been given close attention by the relevant management departments of Jiangxi province.Since the establishment of the center,community correction has been continuously standardized and developed.This center emphasizes practical effect.It has been effectively preventing and reducing the occurrence of repeated crimes.In the investigation of the Zhengze community correction center,the author also found that this community has the problems such as the shortage of staff and professional qualified personnels.It is particularly noteworthy that some staff members have a strong tagging consciousness toward prisoners,such as considering them to be "lazy","criminal" and so on.Some rectification personnel have emerged distortion and alienation of self-cognition and resulted in inferiority complex because of their past mistakes.Therefore,some of the prisoners cannot be properly corrected during the community correction.This part of the prisoner still has the possibility of keeping repeated crimes after deregulation.The author combines the similarities between the author's major and the Zhengze community,and thus summarizes the working experience and deficiencies in Zhengze community.The author,at the same time,proposes that professional methods and qualified personnels should be introduced in the community retification and working process of help and educate.Meanwhile,after the research of the mature experience of the communities in Beijing and Shanghai,the author advocates methods such asbringing funds from society,encouraging professional talents of the social work major to join in,and so on to promote the service level of Zhengze community.With the development of times,the traditional regulations can no longer be completely in conformity with the requirements of the community correction now.Zhengze community's development can tell that,bringing in the service-oriented government notion can facilitate the development of the community.Meanwhile,to covert the community correction from regulate level to excellent-rate service level;the supervision by public opinions is indispensable.Only when the community correction becomes more transparent and fair,can more people be aware of the community correction,the rectification personnel.At the same time,supervising the staffs working process can help to make a progress to covert the community correction from regulate level to excellent-rate service level.
