A Study On The Current Situation,Problems And Countermeasures Of The Development Of The Special Towns In Huai'an

As early as 2015,Zhejiang province took the lead in putting forward the concept of "characteristic towns",which soon received high attention and strong support from the central government.A year later,the Ministry of Finance and the Ministry of Housing jointly issued a notice on the development of small towns with distinctive features,setting a target of building 1,000 such towns by 2020.The construction of characteristic towns has set off a nationwide upsurge,and Jiangsu has also participated in it,and put forward to build 100 characteristic towns with different styles in the period of the 13 th five-year plan.The Jiangsu Provincial Government also issued a policy document in 2017,calling for the construction of 100 small towns with distinctive personalities and distinctive features over the next three to five years.This paper studies the current situation of small towns with Huai'an characteristics,explores their development methods,beneficial experiences and existing deficiencies,and puts forward suggestions for improvement based on the successful experiences at home and abroad,aiming at guiding the high-quality and rapid development of local economy in theory,we will accelerate industrial transformation and upgrading,promote rural revitalization and green development as a whole,and explore new paths for town development,it has important reference significance for the region with beautiful ecological environment,profound cultural background,rich tourism resources but poor economic level.Based on the deep study of the relevant theoretical knowledge of the characteristic small town,this paper analyzes the self-rule of the characteristic small town development from the angle of the internal development,starting from the theory of the government function,industrial agglomeration,etc.,the paper systematically and comprehensively provides a train of thought and a route for the development of characteristic towns in less-developed areas by their own advantages.In addition,this paper also specifically analyzes the United States Greenwich Town,France Grass Perfume town,Beijing Tangquan town,Zhoushan Dinghai Ocean fishing town,and other famous successful domestic and foreign small town case,with a view to learning from the development of Huai'an's unique small towns,promote agriculture,forestry,tourism and other industries to upgrade the useful experience.On this basis,the paper analyzes the problems existing in the small towns with Huai'an characteristics,such as the level of industries to be upgraded,the insufficient display of advantages with special features,the lack of connotation andcompetitiveness,the shortage of talents and funds,and the lack of development aftereffect,and put forward the corresponding suggestion.
