Research On The Problems And Countermeasures Of Huai'an Taxation Staff Training

The report of the 19 th National Congress of the CPC pointed out a new historical direction for China's development-socialism with Chinese characteristics has entered a new era,and it also put forward new requirements for “deepening the reform of the tax system and improving the local tax system”.In March 2018,the State Council's institutional reform plan further clarified the reform of the national tax and local tax collection and management system,merging provincial and subnational provincial tax and local tax agencies.The reform of the tax system is a comprehensive adjustment of the original tax collection and management system.The reform covers comprehensive,arduous tasks,huge changes and far-reaching impacts.It is a severe challenge for tax authorities at all levels.During the turbulent period of reform,the professional level and comprehensive quality of tax personnel cannot keep up with the development needs for the time being,which will inevitably lead to a reduction in work efficiency and possible increase in work errors.Focusing on the current situation of the training of tax personnel in Huai'an,the phenomenon of low emphasis on training,contradiction between the content and the actual training needs,and insufficient teacher resources is common,which seriously restricts the training effect and has become a "blocking point" that must be eliminated in the reform.An in-depth analysis of it reveals that the main reasons are: inadequate training awareness,deficiencies in content design,insufficient method innovation,and inadequate mechanisms.How to stimulate the motivation of tax staff to learn continuously,accelerate the speed of knowing the whole taxation business,explore and enhance the working ability,and train experts who can serve taxpayers are urgent.To this end,based on the actual work,suggestions were made to strengthen the training consciousness for tax personnel,to design scientific and accurate training content,to enrich training methods,to improve training mechanisms,and to build a professional and diversified training teacher team,with a view to further improving the taxation after the merger of the institution staff training.
