Study On Training Public Officers Within Personnel System In Changsha City

Personnel department, supervising official troop buillding, is an important functional part in the local government while personnel system officials are executives in personnel law-making and strategy of talents strengthening the nation. It is of fundamental meaning to strengthen officials'training in personnel system and enhance the overall ability and quality of officials'troop under establishing and implementing a scientific development seeing, building up a well-off and harmonious society. The problem on how to build a high-qualified and specialized official troop through personnel trainning exsits.Combining theory with pratice, the thesis sets an example of officials'training in personnel system, analyses the current situation of Changsha personnel sysytem officials'traing on the basis of exlaborating conception and theory on officials'training, proposes causes which lead to these problems, puts some strategy and advice forward, which is shifting conception of training, upgrading and innovation content, methods, mechanism of training.Current problems are conception of training and education lagging behind, training lacking of mechanism of encouragement and restraining, weakening of time effectiveness and directness,etc. Requirement of good and rapid development and low overall quality of personnel officials consist a contradiction. The rooted method to solve it is to attach improtance to training of personnel officials. That means putting advice on transforming training conception, upgrating training content, innovating training module and methods, enhancing training fundamental establishment especially building quality guarantee mechanism, training supervision mechanism, training encouragement mechanism, training fund guarantee mechanism and training theroy discussing and researching mechanism.
