Study On The Legal System Of Returning Farmland To Forest In Guyuan City

"Returning farmland to forest" is an ecological management system that was put into practice at the beginning of this century to cope with the deterioration of ecological environment.The author has participated in the field work of returning farmland to forest in guyuan city,ningxia hui autonomous region.As an arid region in the west,the ecological management of guyuan city has a typical specimen significance,and it has positive experience in systematic exploration of sand control,but it also has many imperfections.To the legal level,there is an obvious disconnect between the legal regulation and the practice of returning farmland to forest.However,the disharmony between law making and social practice does not only exist in guyuan,but also exists more or less similar problems in the relevant governance practices in other regions at home and abroad.It is helpful to find a more effective way of legal management to study the disharmony between practice and legal regulation in the work of returning farmland to forest.Based on the real data obtained from the field investigation in guyuan city,this paper takes the relationship between legal regulation and social practice as the logical path,analyzes the relevant system design and practice in other regions at home and abroad by comparing and analyzing,and theoretically analyzes the interaction between legal regulation and governance practice in ecological governance.Combined with the local characteristics in the ecological management practice of guyuan city and the various specific problems in the process of returning farmland to forest were analyzed and discussed as specific objects.On this basis,this paper discusses the current situation of legislation on returning farmland to forest in guyuan city,affirming its localized legislative features,and comments on the deficiencies of its legislation,mainly from the legislative system and supporting systems of returning farmland to forest.Based on the analysis and discussion,and the experience and lessons in relevant fields at home and abroad,the author hopes to draw reasonable Suggestions for the legal system and local normative legal documents in the work of returning farmland to forest in guyuan city,and finally put forward legislative Suggestions for the system of returning farmland to forest.It is hoped that it can help to perfect the legal system of returning farmland to forest in guyuan city.
