Research On The Improvement Of The Rule Indicators Of The Government Under The Of Law In China

With the development of law-based government in China,it has become a problem that we have to face in the process of the development of law-based government to form a national and universal index of law-based government.China's existing law-based government index,which covers the whole country,was released in May2019,with eight first-level indicators,34 second-level indicators,100 third-level indicators and four additional indicators.Although the index basically conforms to the basic attributes and practical development requirements of the government under the rule of law,covers the key points of the work of the government under the rule of law in recent years,and tries to realize the feasibility,evaluation and quantification of the government under the rule of law,the index system is not perfect and the logic of the index cannot be consistent.The imperfection of the system through the analysis of existing index system covers the contents of the existing index system in such aspects as the social public safety,emergency management control of evaluation index is blank,the food and drug administration,public health,and other areas of the involving people's livelihood funnelled aspects of evaluation index,the lack of a veto system design,the rule of doing business index,which the information is not complete evaluation index made no mention of anti-corruption,the condition of regional judicial evaluation index did not highlight.However,the logic cannot be consistent in the existence of fuzzy concepts,the violation of the original intention and the lack of strict assignment.This is because the government indicators of the rule of law in China are confronted with such difficulties as the concept and technology of the rule of law are imported,the interest game exists in the improvement of the indicator setting,the limitation of the stability of the indicator setting,and the existing problems in the evaluation procedures,methods and stages of the existing indicators.On the premise of keeping the basic framework of the existing indicators unchanged,the government under the rule of law should add relevant indicators for the model evaluation of the government under the rule of law,and set individual indicators in line with regional development,so as to achieve the systematic and self-consistent logic of the government under the rule of law.For index system and logical characteristics,within the existing framework for a specific indicators to supplement and revision,reasonable absorb the existing local government under the rule of lawindex set results and western government under the rule of fair value indicators and enriched the contents of the existing indicators set and the complement social public safety,emergency management control,food,medicine,public health evaluation indexes of evaluation indicators,one ticket is overruled make evaluation indicators,improve the rule of law,business environment evaluation index,evaluation index of combating corruption and judicial construction of evaluation index,clarify the index fuzzy concepts,strict give index points,strengthening government affairs public and the public to participate in participation,At the same time,coordination is strengthened from five practical operation angles,namely,refining government indicators of the rule of law,setting regional characteristic indicators,improving evaluation procedures and methods,setting government indicators database of the rule of law and strengthening supervision over the government of the rule of law,so as to ensure that the government indicators of the rule of law fall into place and promote the construction of the government of the rule of law to develop in depth.
