Research On The Cultivation Of Young Cadres In County-level Party And Government Organs

The cultivation of young cadres is a basic project for the construction of the cadre ranks and a major political task facing the future and focusing on the overall situation.Since the 18 th National Congress of the Communist Party of China(CPC),China has put forward new development requirements for strengthening the construction of cadre ranks.As the most basic administrative unit in China,at the county(City,district)level,there is an additional burden and responsibility,not only to take up the work of training young cadres,but also to take up the responsibility of sending up fresh blood of outstanding young cadres,the important task of providing basic guarantee for the selection of high-quality talents by the Party and government organs at all levels.Although great importance is attached to the training of young cadres from the central government to the local authorities at present,there are still problems in the selection and selection of young cadres at the grass-roots level rather than training them.Therefore,how to better plan the training of young cadres,manage and make good use of this group,it is not only an important task for the county-level government,but also an important task for the academic communityTaking Zhongxian County in Chongqing as an example,based on the perspective of Public Administration,supported by Xi Jinping's theories on the construction of cadres in the new era,two-factor theory,career development theory and public sector human resource management,etc.,this paper makes a comprehensive use of various research methods,first of all,it analyzes the development course of the cultivation of young cadres in China,inspects the team structure of young cadres in Zhong County,and analyzes the main methods and achievements of the cultivation of young cadres in Zhong County Based on the investigation,this paper summarizes and analyzes the problems existing in the training of young cadres in Zhong County,analyzes the deep-seated causes of the problems,and finally,taking care of the general case,advances some countermeasures and suggestions for perfecting the training of young cadres at the grass-roots level.It is found that there are some problems in the training of young cadres in Zhong County Party and government organs,such as single training mode,imperfect training policy,low post matching degree,and Unsound Assessment Mechanism.In the light of the existing problems and the reality of Chongqing County,this paper puts forward some countermeasures and suggestions for improving the training of young cadres at thegrass-roots level,that is to improve the identification mechanism of young cadres,explore multi-channel training model,the implementation of young cadres growth project,improve the assessment and incentives and other strategic recommendations.The research of this paper forms the train of thought and countermeasure to train the young cadres of the Party and government organs in Chongqing County,which can be used for reference by other similar systems.It is expected to further enrich the theoretical basis for the training of young cadres,and to provide reference and reference for the county-level Party and government organs to improve the training mechanism for young cadres.
