Study On The Construction Of Jingan District Shimen Two Road Smart Community In Shanghai

With the introduction and development of smart city, more and more cities put construction of smart city as the focus for the future. The smart community develops flourishingly, which is the part of the smart city. Smart community construction has become a new way to develop community in the future, which is not only the development of science and technology, but also an innovation of the community governance.In 2012, Jingan District Shimen Two Road Community started to build the smart community, and its practice and research are at the exploratory stage. On the basis of many literatures, this thesis researches the smart community construction through the theoretical research and countermeasure research. It reveals the importance and necessity of smart community construction by combing and summarizing the relevant research results. It reveals the main content, methods and goals of the smart community construction by defining the concepts about smart community, smart community construction, community, community governance and the applications of new public service theory and urban community governance theory. It researches Jingan District Shimen Two Road Smart Community construction by illustrating the current situation, revealing the problems that the government is lack of effective guidance system, lack of social interaction platform, lack of extensive participation of residents, and analyzing the reasons that the government guarantee mechanism is not fine, the social mobilization is not significant, and the community participation consciousness is not good. In order to provide reference for Jingan District Shimen Two Road Community and other smart communities, this thesis puts forward countermeasures to solve problems, on the basis of domestic and foreign smart community experiences. These countermeasures include that government should construct a new management system, a smart service system and a smart platform for top-level design; members of society should integrate consensus and resources; members of community should foster community autonomy consciousness, increase the ways for residents to participate in and strengthen community team constructions in order to improve residents’ participation rate and effectiveness.Therefore, studying the smart community construction in the perspective of public management and establishing a scientific and reasonable mode of community governance, which are meaningful to setting up the system of jointly building, managing affairs, solving problems, doing activities and sharing resources among the government, companies, social organizations and residents by using information technologies and intelligent methods. These are out to achieve the target that smart communities have efficient administration, fine services, good governance and shared resources.
