The Research On Management Systems Of Chinese Smart Community In We-Meida

Under the background of the implementation of the big data strategy promoted by the state,combined with the rapid development of information technologies,the Smart Community has become a new direction of community governance.Whether the expected aim of "The Construction Plan(2016-2020)of the Urban and Rural Community Service Systeums",or "The Advice on Strengthening and Imp,roving Urban and Rural Community Governance" promulgated by the CPC Central Committee and the State Council in June 2017,it is declared clearly that we should implement the"Internet + Community" action plan and improve the community public service systems throughout the whole country.Community is a multi-level complex space close to residents' lives.For building a smart community,we need to proceed from people's feelings and public opinions rather than the top-down administrative instructions,Academic achievements with the subject of smart community today are mainly theoretical summaries and policy suggestions,which just focus on the basic issues like concepts or characteristics,i.e."what is a smart community" or "how to build it",but most of them are based on case analyses or merely over-generalizations of a certain area,lacking a overall vision as well as the accuracy and persuasion derived from quantitative researches.Therefore,given the scarcity of quantitative researches in this field and in order to collect public opinions extensively,this research mainly uses ROST Content Mining System Version 6.0 and EXCEL 2013 spreadsheet software to analyze the public information like forwarding,commenting contents and other valuable attributes of hot Sina Weibo micro-blogs related to Smart Community from May 2013 to July 2018.From the perspective of online public opinions,this paper conducts a detailed analysis of the current situations together with problems of the construction and development of the smart community in China.Generally speaking,chapter 1 tries to draw a more complete outline of progresses a'bout Smart Community by reviewing relevant researches and those adopting Content Analysis at home and abroad;Chapter 2 introduces the theoretical and technological basis of Smart Community,and puts forward the meaning and characteristics of Smart Community on the basis of distinguishing its related concepts;After clearing the research objectives,methods and tools,Chapter 3 shows the process of sample selection and the final effect;Chapter 4 forms the overall cognitive framework of the status quo in our country through the analyses of subjects,high-frequency words,social semantic networks,netizens'emotions,bloggers'characteristics and related factors;According to the analytical results derived from the former part,Chapter 5 indicates Smart Community's governance problems and proposes solutions in six aspects,namely,equipment updating,system maintenance,service upgrading,systems and mechanisms,top-level design as well as operation and management modes.At last,this thesis summarizes the conclusions and its shortcomings,and formulates some plans for the future.Unlike field research,the scope of data collection of this study extends to the whole country.With the comprehensive analysis of the text contents and characteristics of hot micro-blogs linked to Smart Community,we can see the existing states of "Smart Community" from a side.Moreover,it provides public altitudes that at least approach the truth.So,to some extent,it can reflect the bottlenecks and the focuses of public opinions about its promotion.In short,communities are the main areas where residents live in and work at,and its construction quality is closely related to people's living happiness.Therefore,the establishment of a people-oriented smart community governance pattern should and must be raised to the height of the national strategy and carried out effectively so that all of the community dwellers can share the fruits of reform and opening up fairly and promptly.
