Research On The Evaluation And Optimization Of Business Environment In Nanchang

The business environment is not only the soil for the survival of market players,but also an important basis for building a modern economic system and realizing high-quality economic development.Optimizing the business environment is not only a systematic reform and innovation of system and mechanism,but also an inevitable way to promote the modernization of local governance.Since the 18th Communist Party of China National Congress,The Central Committee of the Communist Party of China has attached great importance to the construction of business environment and made a series of important arrangements on optimizing business environment.On May 21,2019,the General Secretary Xi Jinping held a symposium on promoting the rise of the central region in Nanchang,emphasizing that the central region should "optimize the business environment,benchmark the world-class level,create a stable,fair and transparent business environment".In December2020,the central economic work conference mentioned optimizing the business environment three times.As of November 22,2021,China How Net has searched the keyword "business environment" and found 25946 results.It can be seen that optimizing the business environment has become a research hotspot in politics,business and academia.It has also become an important means for the state and governments at all levels to improve the level of modern governance.Premier Li Keqiang pointed out that "a good business environment is productivity",and the business environment plays a recognized role in promoting economic growth.As the capital of Jiangxi Province,Nanchang has a large gap in total GDP,output value per unit area and per capita disposable income compared with other central provincial capitals.Before2019,in the report on China’s urban business environment released by China Central Radio and television and other tripartite institutions and relevant departments of the State Council,Nanchang ranked among the national lists,indicating that Nanchang has achieved certain results in playing a "combined fist" to optimize the business environment in recent years,but there is still much room for improvement compared with Beijing,Shanghai,Shenzhen,Guangzhou and other cities.How to make up for the "short board" of the business environment,better stimulate the vitality of market players,attract foreign investment and expand the new pattern of opening to the outside world has become an urgent practical problem to be solved in Nanchang.Firstly,this thesis refers to the authoritative tripartite institutions at home and abroad,the State Council,Jiangxi Province and Nanchang business environment assessment index system,and constructs the Nanchang business environment assessment index system with Nanchang characteristics through quantitative index screening methods such as system cluster analysis and factor analysis and index weight setting method of entropy weight method,including four primary indexes and 18 secondary indexes of government environment,legal environment,market environment and ecological living environment.Secondly,the specific indicators of business environment in Nanchang from 2013 to 2019 are dynamically evaluated.It is found that the business environment of Nanchang is at a low level before 2018,and all indicators have improved significantly after 2019,but there is still much room for optimization.Then,combined with the established evaluation system,the objective index evaluation and enterprise questionnaire survey were carried out.It was found that various optimization measures such as "releasing management and service" reform,civilization creation and "changing style and optimizing environment" in Nanchang in recent two years had achieved remarkable results,and 58.92% of the surveyed enterprises expressed "more satisfied" and "satisfied" with the business environment in Nanchang.At the same time,there are still some short board problems in the business environment of Nanchang,such as false style,poor policy and poor service.Finally,this thesis puts forward the general idea of optimizing the business environment in Nanchang: changing ideas and building a cordial and clean relationship between government and business;Optimize institutional supply and create an institutional environment for fair competition;Improve governance capacity,implement accurate policies and solve constraints.It also puts forward four suggestions to optimize the path: First,promote the facilitation of government services and build a new type of cordial and clean relationship between government and business;Second,promote the legalization of system construction and create a legal environment for fair competition;Third,promote the marketization of factor reform and stimulate the vitality of various market players;Fourth,promote the equalization of public services and create an ecological living environment suitable for living and working.
