| Now China has entered an aging society,and it took only 20 years to reach the aging level that can be achieved in 100 years abroad.The aging rate of the total population in the process of social development exceeds the speed of economic development,which causes this is a situation in which the supply of old-age resources cannot meet the old-age security needs of all elderly people.In the process of social development,China has formed a dual urban-rural development model.With the increase of aging and the elderly elderly are mainly concentrated in rural areas of China,the elderly people are more dependent on the pension security resources.This article first sorts out the human,financial,material resources and related policy development of urban and rural pension security.First of all,many pension-related policies have been issued in the past eight years,and the speed of policy has been relatively stable,only slightly slowed down in 2015;the content of the policy has been changed from macro deployment to refinement and specificization;the areas involved in the pension industry have gradually increased.Secondly,the state has paid more attention to the training of elderly care workers.At present,the biggest problem facing urban and rural areas is the shortage of rural elderly care workers and the lack of professionalism.Thirdly,the state has been working hard to increase the financial input for pensions in rural areas,but the gap between urban and rural areas is still too large and has not yet reached the level of urban-rural integration.Finally,the number of pension-related institutions in rural areas can surpass that of urban areas in number,but there are also problems such as low bed utilization,low quality,and few types.Generally speaking,there is a gap between the quantity and quality of pension resources in rural areas and urban areas.This article collects and organizes data on the urban and rural pension security resources in 30 provinces(autonomous regions,municipalities directly under the Central Government,except Tibet)of my country from 2010 to 2017 and calculates the relevant coordination level.First of all,the overall coordination level of my country’s old-age security resources has been rising for eight years,but in 2017 it only reached a moderate coordination level.Secondly,the coordination level of urban,rural and old-age pensions,economy,and medical security resources generally shows an upward trend.The coordination of urban and rural pension institutions’ security resources first declines and then tends to be flat.Although the coordination degree declines,it reflects that The trend of transformation from high volume to high quality.Thirdly,different regions show different growth patterns of coordination: the coordination level of the first category of Jilin,Heilongjiang,Ningxia,Hainan and Guizhou has shown a rapid growth in eight years,mainly due to the support of government policies and local The government’s policy of adapting to local conditions has played a role;the second type of areas are Beijing,Tianjin,Shanghai,Jiangsu,and Zhejiang.These areas are characterized by economic development and an aging level in the country that is in the middle and upper levels,under the combined force of various factors.The degree of coordination has declined first and then increased during the eight years,and the overall trend is rising;the degree of coordination in most of the remaining areas is slowly increasing,mainly because the government has issued a number of urban and rural integration policies in the eight years to coordinate Urban and rural development,and due to the introduction of the basic pension insurance system for urban and rural residents,to a large extent coordinated the distribution of urban and rural pension security resources.Finally,it is found that the coordination degree of urban and rural endowment insurance resources between provinces shows agglomeration.In order to verify this conjecture,this paper analyzes the coordination degree of each province and then verifies it by the spatial Moran test to find There is indeed a spatial correlation between the urban and rural pension security resource coordination,which means that the coordination of the region will be affected by the coordination of the surrounding areas,which can be used as a new idea to adjust the coordination of urban and rural pension security resources. |
