| With the rapid development of economy,society and the continuous extension of human life expectancy,an average of 8 years(11.5 percent of life)per person has been spent with disabilities.At the same time,with the progress of industrialization and urbanization,chronic diseases and geriatric diseases have also concentrated outbreaks,and the number of people disabled due to work,women and children and other groups with special needs has also increased.Barrier-free facilities have become important facilities and basic conditions for ensuring the social life of the above-mentioned groups.They are an essential component of urban functions and an important symbol of modern urban civilization.Therefore,the improvement of barrier-free facilities is a major livelihood project,and the supervision of barrier-free facilities is an important subject of social construction.Elaborately description of the research background,purpose,significance,core concepts was presented in this thesis.Meanwhile theoretical basis of the supervision of barrier-free facilities in Longnan City was also presented in this paper.The literature mentioned method,survey method and comparison method,combining with the government supervision theory,new public service theory,and the theory of multicentre governance are used in this thesis.Through this systematical investigation,the author tried to conduct field visits to Longnan City and Wudu District,Cheng County,Tanchang County and Wen County under its jurisdiction.On this basis,the author analyzes the current status of urban barrier-free facilities supervision in Longnan City,and discusses the problems and reasons about the supervision of urban barrier-free facilities in Longnan City.Drawing on the advanced experience of barrier-free facilities supervision in cities at home and abroad,the countermeasures and suggestions for improving the supervision of barrier-free facilities in Longnan City are put forward.Through research and analysis,the problems in non-standard the supervision of barrier-free facilities,unclear regulatory basis,cursory management behavior,ignorance daily supervision,unbalanced regulatory progress,low participation in Longnan City are pointed out.Base on the actual situation in this region,six aim measures are given to solve the problems of commonality and personality facing Longnan City.The measures include the optimizing and improvement of regulatory standards,legal systems,regulatory systems,main body of supervisor,supervision of key areas,and social awareness training.Through the six aim measures,The six aim measures are also expected to provide reference for the city’s barrier-free facility supervision and development and improvement of public service level. |
