| With the extensive use of police equipment and the continuous improvement of public security informatization level,the overall scale of police equipment has developed to dozens of categories and thousands of varieties.However,in the face of many different types and batches of the same kind of police equipment procurement,how to strengthen the procurement management of police equipment,through quantitative analysis,according to the practice and characteristics of police work,make a scientific and reasonable decision-making is crucial.For public security work,police equipment procurement is the basis for police equipment to serve the actual police operations,the influence of performance of police equipment on unifying and punishing criminals cannot be ignored.At the same time,equipment procurement is closely linked.On the basis of simple procurement in the past,the introduction of the whole life-cycle efficiency and cost of equipment procurement is not only conducive to promoting the maximum value of police equipment,but also to playing an important role in protecting the vital rights and interests of police and ensuring the integrity of public security organs.Based on the theory of value engineering,combined with the theory of life cycle management of police equipment,and taking the purchase of police equipment as the research object,this paper builds two index systems of efficiency evaluation and cost management of police equipment,and uses fuzzy analytic hierarchy process and fuzzy comprehensive evaluation method to quantify the progressiveness,reliability,practical,convenience of equipment,abandons the previous method of procurement with subjective will,extends the chain of equipment procurement to all links of efficiency and cost in the whole equipment service cycle after procurement.On this basis,the police equipment value analysis method is put forward and applied to the case analysis,the most valuable equipment is obtained through the index scoring of 5 kinds of back-loaded tear gas disperser,the quantitative analysis method is used to guide the equipment procurement work innovatively,and the human factors are removed to make the equipment procurement work more objective.More importantly,the whole life equipment procurement model established in this paper provides a strong theoretical support for changing the current situation of lagging behind in equipment finalization,realizing the efficiency of equipment performance and improving the security of the police,achieving the best equipment performance in the whole life cycle,so as to maximize the value of equipment procurement.Finally,on the basis of summing up the above,the paper puts forward countermeasures and suggestions.The main research conclusions of this paper are as follows: first,the influencing factors of value of police equipment procurement are divided into two aspects that called efficiency and cost.The most influential factors in efficiency index are reliability and practicality.Second,thepolice equipment procurement efficiency plays a positive role in procurement value,and procurement cost plays a negative role in it.According to the research conclusions,this paper puts forward countermeasures and suggestions for optimization of police equipment procurement from five aspects: preparing the procurement talent team in the early stage,demonstrating the procurement plan in multiple ways,reasonably disclosing the procurement process in the middle stage,scientifically formulating the procurement contract,and establishing the procurement feedback system in the later stage.It is expected to promote and improve the equipment value analysis system construction of Chinese public security organs,so as to fundamentally improve police equipment procurement efficiency. |
