A Research On Improving Public Trust Of Grass-roots Police In Integrated Media Era

Grass-roots police trust refers to the public opinion and judgement of whether grass-roots police force can assume responsibilities and perform their duties,while having direct or indirect interaction with people.In integrated media era,negative police-related incidents such as "Middle School Student Fell to Death Incident in Sichuan,Lushan","Shandong Humiliation Murder Case ",and "Li Xincao Incident" have severely damaged the public trust of grass-roots police,which leads to the increasing costs of the law enforcement and brings more difficulties in grass-roots police work.Therefore,it is particularly important to increase public trust of grassroots police in integrated media era,.Based on public trust theory and political communication theory,this paper uses literature research methods and case analysis methods to take 16 typical police-related incidents from2014 to 2019 as a research sample,through the analysis of 8 police-related negative incidents including the "Middle School Student Fell to Death Incident in Sichuan,Lushan" and other incidents,it has been found that there is an "alienation" phenomenon in the public's trust in grass-roots police,that is,the public's compulsive distrust of the grass-roots police but unprincipled trust rumors,the reason for the public's compulsive distrust of the grass-roots police is that in integrated media era,the change in the relationship between transmission and reception has caused the grass-roots police's discourse rights to be reduced and the law enforcement anomie to spread rapidly,the public trust in the grass-roots police system is reduced,in the long run,when the public continues to suffer betrayal of trust and solidifies the perception that the grassroots police are not credible,there will be a forced distrust of the grassroots police;The reasons for unprincipled trust include: first,the flat communication method in the era of media integration leads to an increase in interpersonal trust among the public;second,the public's reduced trust in grass-roots police leads to public trust anxiety;third,the public's distrust of the grassroots police,the trust function substitution makes the public believe the rumors.The analysis of 7 police-related negative incidents including the "Shandong Humiliation Murder Case" found that there is a "differential order pattern" of public trust in police,that is,the public's trust in the Ministry of Public Security and the Provincial Public Security Department is higher,while the trust in the municipal and county-level public security organs and their agencies is lower.The reasons for this phenomenon include three aspects: first,from the perspective of the characteristics of police-related negative incidents,the regional nature,suddenness,and urgency of handling police-related negative incidents have caused the public to trust the police in a "differential pattern";second,from the perspective of system performance,the pressure-type system and performance differences make the public have a different order oftrust in the police;third,from a cultural point of view,the difference in image creation makes the public trust in the police have a step difference.Based on a summary analysis of 11 negative police-related incidents and 5 positive policerelated incidents,three suggestions are made to enhance the trust of grass-roots police in integration media era.Firstly,the system of information disclosure of grass-roots polices should be improved,that is,first,we must adhere to the principles of rapid disclosure and objective truth,second,we must adhere to the diversity of information disclosure channels.third,we must clarify the scope of information disclosure of police-related incidents;Secondly,the interaction between the grassroots police and the public should be strengthened,that is,first,we must improve the electronic police-civilian interactive platform,second,we must play the role of opinion leader,third we can establish a citizen police school;Finally,we must improve the lawfulness of the grass-roots police,that is,first,we must improve the law enforcement ability of the grass-roots police,second,we must improve the media literacy of the grass-roots police,and third,we must adhere to the unity of law and reason in law enforcement.
