Research On Non-police Activities Of Police Officers At Grass-roots Police Stations

Police is a comprehensive and complex profession.Police work is directly related to the long-term stability of society and the people's well-being.Grass-roots public security is directly facing the people,dealing directly with the people,undertaking a series of work,such as dispute mediation,investigation and case solving,community management,rescue services and site inspection,not only the police work provided by law,but also some non-police work.In practice,the grass-roots police participate in non-police activities,although on the one hand it effectively solves disputes,facilitates the management of the community,maintains social order,and has a certain positive significance for social management and security;on the other hand,the phenomenon of grass-roots police participating in non-police activities is becoming more and more intense,and has caused some problems.These problems have aroused the attention of some scholars and politicians.As early as the 20 th National Public Security Conference in 2003,the former Central Leader stressed that "public security organs should not be randomly assigned to participate in non-police activities." However,over the past 14 years,the phenomenon of excessive participation of grass-roots police in non-police activities is still widespread.Therefore,the study of grass-roots police participation in non-police activities has great practical significance.This paper will comprehensively analyze and explain the concept of non-police activities and the traditional manifestations of non-police activities and the new forms of non-police activities in the context of the new era,and the activities of these non-police activities in the practice of grassroots public security organs.The status quo and characteristics are analyzed.The impacts of non-police activities are summarized through systematic analysis methods and thinking analysis methods.The essence of non-police activities is analyzed from the perspective of local government,public security police,and public perspective.Dimensions explain the reasons for their existence.This paper will also analyze the dilemma of the police station's participation in non-police activities,and provide solutions from the local government level,the public security level,and the police level.
