Research On The Public Security Letters And Visits From The Perspective Of Risk Society

The public security petition is the window for the masses to reflect the problems,and one of the important ways for the petitioners to reflect the problems to the public security organs.The work of public security petition is complex and sensitive.A little carelessness in the work of the interviewing staff will cause the interests of the masses to be damaged,resulting in social risks.The report of the 19 th National Congress of the Communist Party of China puts forward three major battles,including "preventing and resolving major risks".For the first time,it puts the prevention and resolution of major risks on the level of national development strategy decision-making.At the Fourth Plenary Session of the 19 th CPC Central Committee,it was proposed to adhere to and improve the socialist system with Chinese characteristics,promote the modernization of the national governance system and governance capacity,and ensure the stability and order of the society,indicating that China is expected to prevent and control social risks through social governance.It is difficult to clarify the mechanism and form of risks.In the new era,with the help of the vigorous development of big data,public security letters and visits can be regarded as a new way to early-warning risks and eliminate risks.This paper focuses on the proposition of "Research on public security petition problems in the perspective of risk society".From the perspective of risk society theory,it explores the future development direction of public security petition with the help of this theory,so as to provide a more effective solution to the existing problems of public security petition.The author relies on his own practical experience in the public security petition work department,focuses on the current situation of public security petition,analyzes the problems existing in the practice of public security petition and the causes of the problems,and puts forward relevant suggestions to improve the public security petition system,so as to ensure that public security petition can find potential social risks,resolve social contradictions at the grass-roots level,and prevent various social risks in the benign operation.As the perspective of this paper,risk society focuses on improving the operation mechanism of public security petition and the feasibility analysis of social risk prediction and prediction.The paper is divided into four chapters: the first chapter is the introduction of the risk society and petition related theoretical basis research,in order to explore the risk society in the field of public security petition to lay the foundation.The second chapter reviews the concept of public security petition and establishes the connection point between public security petition and risk society theory.Through clarifying the concept of public security petition,classifying publicsecurity petition with different standards,analyzing the main characteristics of public security petition at present,and through the connotation and extension of public security petition,this paper expounds how to take the theory of risk society as a new research perspective.The third chapter is the analysis of the causes of the public security petition problems and the causes of the public security petition problems.The fourth chapter explores the future development of the public security petition system by exploring and improving the relevant thinking of the public security petition problem and with the help of risk society theory.To solve the current public security petition problems,put forward relevant suggestions and improvement measures,expect the public security organs to deal with the public security petition problems in time,correctly handle the internal contradictions of the people,ensure the sound operation of public security petition,and provide practical reference for the society to reduce risks.
