| Pickpocketing crime is a kind of frequently-occurring property crime that occurs in crowded public places which infringes upon the personal property of citizens.While it damages the property safety of the people,it also brings a great challenge to the maintenance of public security order.Although the police department of our country has been increasing the crackdown on pickpocketing crimes,the incidence of pickpocketing cases is still high and the situation is not optimistic.It is urgent to curb the high incidence of pickpocketing and explore a new mode of strike and investigation against it.Based on the cases of pickpocketing in Bozhou,Anhui Province,this paper analyzes the characteristics of the current pickpocketing cases,the reasons for the high incidence of pickpocketing and the related problems in the investigation.Combined with the theory of investigation science,this paper puts forward some feasible countermeasures and suggestions for the investigation of pickpocketing cases.This article is divided into the following five parts:The first part is the introduction.This part introduces the research background,research status,research methods and research significance of this paper.The second part is an overview.This part introduces the concept,the status and hazard of pick-pocketing crime,summarizes the characteristics of pickpocketing crime from the aspects of the subject,time,place,means and tools,target,and also analyzes the reasons for the high incidence of pickpocketing cases from the aspects of crime cost,effectiveness of public security organs’ strike and social environment.The third part is the difficulties of pickpocketing crime investigation,which mainly include the difficulties in discovery,tracking,evidence collection,selection of arrest opportunity and breakthrough in interrogation.The fourth part is the problems in the investigation of pickpocketing crimes and the causes of these problems.This part summarizes the existing shortcomings and aspects that need to be improved in the current pickpocketing investigation process,such as false filing,insufficient on-site investigation,inadequate coordination,poor application of information technology,inadequate interrogation and so on,and analyzes the causes of these problems which mainly include lack of attention,the weak of anti-theft force,the low information level of investigation work and so on.The fifth part is the investigation countermeasures of pickpocketing crimes.Aiming at the above difficulties and problems,this part puts forward the following countermeasures and suggestions for the investigation of pickpocketing crimes: paying more attention to on-siteinvestigation,intensifying efforts at combining serial and parallel cases,accurate identification and arrest of active criminals,strengthening interrogation work and digging for remaining crimes,strengthening the construction of professional anti-theft forces,establishing anti-theft cooperation mechanism,enhancing the basic work of anti-theft. |
