In recent years,General Secretary Xi has repeatedly stressed that we should take people's security as our tenet,adhere to national security for the people and rely on the people.Therefore,it has entered the government's agenda to continuously improve the people's sense of security,and citizens have begun to pay attention to the effect of public security services.With the advent of the era of public governance,as one of the main tools to enhance the sense of security of the people and the level of urban public security,urban public security services are facing challenges and need to be transformed.Unfortunately,the current performance evaluation theory of urban public security service is difficult to balance the value conflicts such as democracy,efficiency,equity and responsibility.How to effectively build an evaluation system of urban public security service to adapt to the era of public governance and evaluate the urban public security service has become the key to promote the construction of urban public security service.Aiming at the integration of multiple values,this paper establishes a performance evaluation system of urban public security services based on public perception,and conducts a verification and empirical study.First of all,through the literature analysis of urban public security service and performance evaluation,this study combs the performance evaluation ideas in traditional public administration,new public management,new public service and public value theory,and believes that the public governance paradigm of multiple value integration is the future development direction of urban public security service performance evaluation.Based on this theory,the performance evaluation system of urban public security service based on public perception is constructed,including vertical democratic accountability,horizontal democratic accountability,problem-solving capacity,equity,efficiency,effectiveness,operation control,program rationality and program justice.Secondly,this paper expounds the empirical research method,according to the content and concept of variables,carries out the operational definition,analyzes the rationality of the questionnaire through SPSS24 and Amos24 software,and believes that the multiple value performance evaluation system based on public perception can reflect the status of urban public security services.Thirdly,based on the established performance evaluation system,this paper conducts an empirical study on 13 cities in Jiangsu Province.On the basis of proving the rationality of the performance evaluation system of urban public security services,the comparative analysis of performance evaluation results and performance is carried out.It is found that there are regional differences in urban public security services,and procedural justice,operation control,procedural rationality,responsiveness of citizens' demands,and operational efficiency need to be improved further improvement.Finally,it concludes that the performance evaluation of urban public security services has entered the era of public governance,and should introduce a multiple value performance evaluation system;highlight the status of citizens and respond to their demands;strengthen the supervision of procedures and optimize the public security service process;strengthen the system supply and improve the effect of public security services;promote the equalization of public security services,what's more,further research on the reasonable application of performance evaluation results and the promotion of performance evaluation system of urban public security services.
