A Study On The Difficulties And Countermeasures Of Welfare Policy For Orphans And Disabled Children

Children’s welfare policy is a national security plan to ensure children get necessary resources. Influenced by social factors such as economy, culture, childrendevelopment and rights protection are still faced with many problems and challenges, especially the gu and incomplete children’s welfare policy also exist many difficulties in the implementation. Unbalanced development between urban and rural areas, the increasing speed of population flow, the unbalanced public resource allocation and development of compulsory education lead to the children’s problem have not been solved effectively. Balanced development of children are still affected by many factors.In this paper, the gu incomplete children’s welfare policy implementation difficulties and countermeasures research-the investigation based on the city of xi’an, baoji, The paper attempts to analyzes the gu incomplete children basic living assistance system, including:supporting system, urban and rural subsistence allowances system, temporary assistance system,as well as education, medical assistance system based onthe basic situation of the disabled children, and do research related to the results of xi’an and baoji of anhui province. It also discusses the current situation of gu incomplete children in all kinds of relief system, analyzes gu incomplete children’s welfare policy implementation of specific difficulties, and finally discusses gu incomplete children’s welfare policy feasible strategies from the aspects of structural and functional difficulties, so as to build a gu incomplete children’s welfare policy system.
