With the continuous increase of China's total foreign trade,China is facing more and more fierce competition in world trade.The further development of the Internet Plus Foreign Trade has made the new mode of foreign trade such as cross-border ecommerce develop rapidly.Cross border e-commerce has broadened new areas of foreign trade,fostered new momentum of foreign trade development,and gradually built up China's new advantages in foreign trade competition.Cross border e-commerce has subverted the traditional import and export mode of foreign trade,and the new characteristics of emerging trade patterns have brought challenges to the government functions based on the traditional international trade.The government functions under the traditional trade supervision mode cannot adapt to the development of the new international trade pattern,which increases the transaction cost of cross-border ecommerce and reduces the comparative cost advantage of cross-border trade.The new trade model also forces the transformation and upgrading of government functions,and promotes the liberalization,facilitation and standardization of cross-border ecommerce trade which can reduce cross-border transaction costs and improve crossborder transaction efficiency.China's current import and export trade-related systems and regulations are mainly aimed at goods with large volume,high transaction volume and single commodity type,while cross-border e-commerce,a new trade mode,has the characteristics of small transaction amount,high transaction frequency,miscellaneous categories and high timeliness requirements.Under the existing regulatory thinking and mode,the regulatory system of cross-border e-commerce does not match,the system construction of cross-border e-commerce is not perfect,and the trade liberalization and facilitation level of cross-border e-commerce market is low,which affects the further development of cross-border e-commerce market.The development of cross-border e-commerce requires the government to innovate the governance mode and guide the new business form with new governance thinking.Behind the evolution and change of international trade form and mode,the digital wave is sweeping the world.Under the impact of this wave,the thinking and mode of government economic governance will also change.The traditional rough way is that the government adopt business incentives,tax and loan interest rate preferences rent relief or subsidies for enterprises,etc,and the second way is to innovate the government supervision and optimize the service supply capacity.Although it is indeed important to reduce the cost of production and operation of market entities,the transformation of government supervision and service functions has a more lasting and far-reaching influence on the thinking and mode of economic governance.This paper focuses on the analysis of the impact mechanism of the government on the development of cross-border e-commerce,we can find a scientific way to lead the development of cross-border e-commerce,and then explore the direction of the transformation of the government's regulatory and service function.This is indeed a new vision.Driven by the change of information technology,a series of new economic,new business form and new business models,such as cross-border e-commerce,have emerged in China.It is of great significance to develop a new business form and new economy of cross-border e-commerce,which puts forward higher requirements for the transformation of government functions in China.The mismatch between the traditional regulatory and service of the government and the development needs of the new economic market leads to the binding of the original regulatory rules on the development of cross-border e-commerce,which affects the driving and promoting role of cross-border e-commerce in economic development.The facilitation and liberalization of cross-border trade is the influence mechanism of the government's regulatory service function on the development of cross-border e-commerce.Promoting the development of trade liberalization and facilitation is the main direction of the government to promote the development of cross-border e-commerce.The essence of trade liberalization and facilitation is to reduce the institutional transaction cost of cross-border trade,enlarge the comparative advantage and improve the volume of cross-border e-commerce trade.Due to the contradiction between the traditional government governance and the free and convenient environment needed by the development of new forms of international trade,it has become the consensus of the government and academia to innovate the government supervision and provide service capabilities.The New Public Management Theory provides ideas for the transformation of government regulatory service functions.The government can effectively improve the level of trade liberalization and facilitation,reduce the institutional transaction cost and release the comparative advantage of cross-border e-commerce by relying on the reform and the transformation of regulatory service functions.Cross border ecommerce brings dividends to more consumers,enterprises and economies around the world,which is an important driving force for building and deepening an open world economy.To promote the sustainable development of cross-border e-commerce,we need new ways,new ideas and new policies to make it free,convenient and standardized.The liberalization and facilitation of cross-border e-commerce trade requires a better understanding of the impact mechanism of government regulatory service functions on cross-border e-commerce,which helps government decision makers to timely innovate policies and regulations according to the characteristics of the development of new formats,actively change the way of government regulation,improve the level of cross-border e-commerce trade liberalization and facilitation,and reduce cross-border trade Transaction cost,improve the comparative competitive advantage of cross-border transactions.Therefore,this paper first explores and analyzes the internal influence mechanism of the transformation of government's regulatory and service function on the development of cross-border e-commerce from a qualitative perspective,and reveals the nature of trade liberalization and facilitation,then constructs the transformation index of government regulatory service function by using the principal component analysis method.And finally according to the statistics of the World Economic Forum,the World Bank,the ESCAP,this paper empirically demonstrates the impact of the transformation of government regulatory services on cross-border e-commerce from a quantitative perspective,and proves that trade liberalization and facilitation are the mechanism of the transformation of government regulatory services on cross-border e-commerce through econometric models.On this basis,I hope that the research of this paper can provide theoretical support for the government to promote the development of cross-border e-commerce by changing the regulatory service function,reducing the transaction cost of cross-border trade.It is also expected that the relevant functional departments of governments at all levels in China will take practical difficulties and problems into full consideration in formulating crossborder e-commerce regulatory policies,which can make the operation of scientific regulatory policies and efficient regulatory mechanisms more smoothly,and promote the sustained,healthy and rapid development of China's cross-border e-commerce market.
