The policy of soldiers' retirement refers to that after soldiers are discharged from active service after their service period,the state shall provide them with corresponding assistance according to relevant regulations to help them adapt to the change of roles as soon as possible and re-enter the society.With the deepening of China's economic system and the increasing economic volume,the original resettlement policy for ex-soldiers is facing many new problems,which leads to the employment of ex-soldiers gradually becoming a serious social problem.At the same time,there are few in-depth studies and analyses on the independent employment and vocational education and training of ex-soldiers,and there is a lack of relevant field research and data.Therefore,the conclusions obtained lack certain guidance and reference value.This paper deeply analyzes the employment problem of ex-soldiers with great social concern and puts forward corresponding countermeasures.On soldier system and active duty soldiers and soldiers discharged from active service,soldiers employment ability of ascension as well as the basic concept of resettlement and employment on the basis of the theory and the development of human resources capital theory,analyses the present situation of H city retired soldiers set,mainly introduced the H city to retire the soldier,and analyzes the present situation of the resettlement of retired soldiers H city,and has carried on the questionnaire survey.On the basis of the above analysis and related data,this paper analyzes the problems existing in the employment placement of ex-soldiers in H city and the reasons.The existing problems mainly include: policy cognition and utilization obstacles;Too single standard of business preference;Lack of operational employment,education and training and the ability to improve employment mismatch.The main reasons for the above problems include: the single main body of social welfare supply;Unequal powers and responsibilities;Lack of human capital input;Retired soldiers lack effective career planning and so on.In order to expand the research ideas,this paper studies the vocational training and employment promotion measures for ex-servicemen in the United States,Russia and the United Kingdom,and summarizes its reference points,that is,diversified participants;Diversified forms of education and training;Multi-directional employment support channels.Finally,this paper puts forward some policy suggestions toimprove the retired soldiers' employability and promote employment.That is to advocate the participation of multiple subjects to ensure the implementation effect of the policy;Improve the education and training mechanism to improve the ability level of ex-soldiers;We will increase support for starting businesses and expand channels for retired soldiers to start businesses.Taking ex-soldiers as the object of study,this paper takes the improvement of employability as the core issue of the study,introduces the relevant theories of ex-soldiers and employment placement,expounds the current situation of the placement of ex-soldiers in H city,studies the problems existing in the placement of ex-soldiers in H city and analyzes the causes.This paper gives some Suggestions on how to optimize the placement of ex-soldiers in H city,and provides some Suggestions on how to ensure the employment of ex-soldiers.
