Study On The Prevention Of Network Group Events In Wenzhou Government

With the development and popularization of the network,people use the network to deal with personal affairs and express their opinions more and more frequently.Many conflicts between the people and the local government often ferment on the network,testing the governance ability of the government network.On the one hand,the government affairs service platform is difficult to meet the needs of the people,there are some problems such as inadequate supervision and implementation,and the service efficiency is not up to the needs of the people.On the other hand,the government did not collect the online public opinion information in a timely manner,did not respond to the information of social emergencies and public events concerned by the public in a timely manner,and could not meet the public's urgent demand for information and supervision.When people's interest demands are not satisfied,people will make use of the anonymity and unlimited space of the network to criticize the government,and some negative network public opinions will be focused and magnified through the network media series,forming network group events,which has a serious impact on social stability.Therefore,the government,as the manager of network public opinion,should properly handle the relationship between the government and network media,the government and Internet users,strengthen the construction of three-way communication channels,and prevent the occurrence of network mass incidents.Network group event is a double-edged sword,which has a positive and negative impact on the real society.Wenzhou City,as a pioneer of private economy,various conflicts of interest are changeable and complex,mainly in the aspects of enterprise's arrears of employees' wages,compensation for land acquisition,medical disputes,etc.there are also "three public departments" and their staff's performance of their duties and personal problems,which are often exposed by Internet users through Internet media,and the exposure events are closely watched by Internet users,and the internet groups focus on Forwarding and following posts Sexual events.The network group incidents expanded the public's right to know,express and supervise,exposed some service and supervision loopholes of Wenzhou municipal government,and promoted the improvement of the government's ruling ability.However,the network group events caused by negative network public opinion will make the situation worse or out of control,aggravate the real group events or new group events,and cause damage to people's personal and property.Negative Internet public opinion is often generated by Internet media and netizens.For example,Internet media maliciously publishes false information for the benefit of Internet media,and netizens fabricate rumors to vent their personal anger.Wenzhou municipal government should strengthen the construction of network governance capacity,timely collect network public opinion,actively guide negative network public opinion,and crack down on network rumor according to law.This paper focuses on the analysis of the current situation and typical cases of network group event prevention of Wenzhou municipal government,using social conflict theory,crisis management theory and big data theory,in-depth analysis of the reasons for the formation of network group event,mainly due to the lack of crisis awareness of the government,overlapping functions of relevant departments,lack of mainstream media literacy,and imperfect network supervision system.Based on the current measures and achievements of network group event prevention in Wenzhou City,combined with the experience of network group event prevention in other regions at home and abroad,this paper puts forward the Countermeasures for the government to deal with network group event prevention:improving crisis awareness,establishing service concept,enhancing the awareness of timely collection of public opinions,guiding by the media,standardizing management and improving government interaction Guide ability,refine the responsibilities of departments,promote accountability in advance,improve the government's prevention ability,incline policies,guarantee systems,improve the regulatory system of demand feedback,use big data,cultivate monitoring ability,improve the accuracy of public opinion collection,etc.
