In the current administrative practice of many cities,the approval time of engineering construction projects is too long,and there are too many serial approval links,which has become an important problem affecting the efficiency of urban government affairs.The long approval time and low approval efficiency make the operation cost of a large number of enterprises very high,and also waste the valuable time and energy of many government officials and enterprise staff.Although Z City has initially reformed the approval process of engineering construction,there are still many areas that need to be improved in the implementation process.Therefore,it is of great significance to further deepen the reform,analyze the disadvantages in detail,and effectively solve the key problems of "difficult work,slow speed,many steps and complex content" in the process of administrative approval It is of practical significance.This paper makes a comprehensive analysis and Research on the current situation and background of the construction project approval process in Z city.By means of literature analysis,case analysis,interview research and summary,according to the new public policy management theory and government process reengineering theory,this paper makes a comprehensive analysis and evaluation on the construction approval scheme in Z city,This paper discusses the shortcomings in detail,and gives the corresponding constructive suggestions.Specifically,this paper analyzes the process development process and current content of the construction project in Z City,and determines the current process reform effect and the existing deficiencies according to the investigation and interview;the analysis thinks that the specific problem is that the approval process has been unable to meet the actual needs of the construction project,the project approval time control has no good results,and the approval needs to be improved The quantity of all kinds of materials increases instead of decreasing,and there are many time-consuming links such as technical consultation and review that are not included in the approval plan.The specific reasons are that the setting of administrative examination and approval institutions and processes is not simple enough,lack of unified organization and comprehensive coordination of various responsible departments,the setting of examination and approval process is not oriented to public demand,and it is difficult to separate technical examination and administrative examination and approval.In this regard,this paper comprehensively combs the theoretical basis of administrative project optimization,and puts forward corresponding optimization countermeasures in terms of procedures.The approval process is divided into land use stage,planning and design stage,construction permission stage and completion stage,and gives classified suggestions.At the same time,it puts forward corresponding countermeasures for the optimization and transformation of approval platform.The results of this study suggest that,in the process of administrative approval improvement,Z city should learn from the advanced experience of more regions,optimize the examination and approval institutions,analyze the examination and approval matters with the cost and benefit analysis method,determine the content of process rectification,improve the coordination mechanism between the examination and approval departments,and establish an efficient feedback and supervision platform for the public.
