A Study On The Management And Countermeasures Of Illegal Vehicles In Cities Of China From The Perspective Of Good Governance

Illegal vehicles operation is a hot issue in the current society,which is one of the serious problems of urban transportation.Driven by the economic benefit of marketing,illegal operation continues despite repeated prohibition.The Illegal vehicles operation has seriously damage the traffic management order and affects social harmony and stability.The taxi drivers and citizens dislike these illegal vehicles,so they strongly request the government to take effective measures to ban the illegal vehicles.However,the relevant management departments have also invested a lot of manpower and financial resources to combat and suppress the occurrence of this kind of unlicensed cab,but in fact there is a trend that the problem of illegal operations has not been effectively solved.Therefore,if the government can fundamentally standardize the market order,it will have a very practical significance for maintaining social stability and even improving the good image of the city.Taking Dongguan as an example,this article studies the illegal vehicle operation in Dongguan by means of literature research,questionnaire survey and systematic analysis.Firstly,the concepts of road transport operation,public transport and illegal operation are defined,and the theories of public service-oriented government,law-based administration and good governance are elaborated and analyzed.Secondly,it describes the governance status and analyzes illegal operations in Dongguan,first,the difficulties of governance: it is very hard to check and get evidence for punishment and execution;illegal operation has certain organization with high mobility which is hard to locate,thus affecting governance;laws and regulations are incomplete,and it's lack of source management;understaffed situation with insufficient law enforcement vehicle.Second,analysis of illegal operations: only one supervision organization with lagging development of public transportation which lead to poor implementation of governance mechanisms;combined with the harmfulness of illegal operation,this article analyzes the necessity of Illegal vehicles operation.Finally,by referring to the advanced experience of road transportation governance adopted by developed countries,regions and governments of domestic cities,this article proposes governance measures: first,improve relevant laws and regulations;second,optimize the development of public transportation;third,complete and optimize the illegal operation management mechanism;fourth,deepen the reform of taxi industry;fifth,third party plays a role in supervision.
