Research On Grid Management Of Wenzhou Transient Population

The essence of social governance is the management of people.The most basic organization of government’s public management is community and village residence.Therefore,we should integrate all kinds of resources,incline and integrate more resources to community,village and other grass-roots organizations,so as to realize the grid and socialization of management.At the same time,the ability of community autonomy also plays an important role in social governance,which can promote the collaborative interaction between government management and community autonomy,so as to implement fine management of basic units such as communities.Wenzhou attracts a large number of floating population to work in Wenzhou every year,which results in the reality of social management object identity diversity and complexity,increasing management difficulty and social contradictions.The disadvantages of traditional social management mode are obvious,which leads to the rising crime rate of floating population,affects the social security and stability,and makes it difficult for the floating population to integrate into the city Life also reduces the life satisfaction of urban community residents,leading to the emergence of social contradictions.Therefore,it is necessary to innovate the management mode of floating population in order to promote social harmony and stability.Author of this paper defines the researching object as Wenzhou floating population’s management approach and management system.With reviewing domestic and overseas’ actual experiences,scholar’s theory studying,detect this research topic deeply through the comparative and qualitative researching methods.By means of questionnaire,the basic characteristics of the floating population in Wenzhou City are obtained.At the same time,the management status of the grid management of the floating population in Wenzhou City is summarized,including the management mode and management effect.In recent years,the grid management of floating population in Wenzhou has achieved some success,and achieved full coverage of grid management of floating population,information automation,and grid access system.But the biggest difference between the grid management of floating population and registered residence population is that the grid updating of mobile population is fast and difficult to manage.The floating population in Wenzhou is gridded.There are still some problems in the management mode which are not suitable for the basic characteristics of floating population.Based on the basic characteristics and management status of floating population,starting from the incompatibility between the basic characteristics of floating population and the current grid management status,this paper analyzes the problems existing in the grid management of floating population in Wenzhou,including the single main body of the grid management of floating population,the unprofessional management team and the backward management platform It has a direct impact on the effectiveness of the floating population grid management.Based on the analysis of the problems,this paper tries to find out the causes of various problems,mainly including the excessive intervention of administrative leading consciousness,obstacles in the construction of management team,and insufficient guarantee of management platform construction.These causes lead to the emergence of the problem of grid management of floating population.It is urgent to timely carry out the mode of grid management of floating population for specific reasons Perfect.For knowing the actual situation,finding the potential issues,defining the effective management systems,author of this paper not only focuses on describing,summarizing the status of Wenzhou floating population’s management,but also learns from previous researching result and finally puts forward the optimization suggestions to relative administration office.It is hoped that this paper can make some contribution on floating population grid management,management team and grid management platform ’ s construction,so as to promote the mobility of Wenzhou City The improvement of population grid management can improve the effect of social management.
