Research On Social Representation And Governance Of Public Opinion Risk In The Context Of Risk Society

In recent years,with the rapid development of China's economy and society,people's material needs have been greatly met.On the contrary,China has also entered a period of high-risk society.With the frequent occurrence of major public events and risk events,the risk of public opinion has become a prominent social problem in China's transition period.Public opinion risk will not only cause personal safety,economic and property losses to individuals and enterprises,but also greatly affect the macro governance at the national level.Public opinion risk management has become an important part of social governance.From the perspective of media practice theory,combined with the relevant theories of Internet Governance and public opinion governance,this paper studies the social representation and governance of public opinion risk in the context of risk society by using case analysis method and qualitative research method combining typical demonstration and comparative analysis.Combined with the major public health events in recent years,this paper abstracts the practical logic of the construction of public opinion risk media,analyzes the types of public opinion risk and the causes of public opinion risk generation,and on this basis,explores the governance path of public opinion risk in the context of risk society.The "social consequences" of public opinion risk practice are mainly manifested in the three levels of state,enterprise and individual.At the national level,the irrationality and historical nihilism in the expression of public opinion lead to difficulties in guiding government public opinion;at the enterprise level,it is mainly manifested in the attack of risk rumors on corporate brands and the destruction of public trust;at the individual level,it is mainly manifested in the infringement of individual rights by network violence.Social media plays a key role in the construction of public opinion risk,which is mainly manifested in the setting of public opinion risk issues and the mobilization of public opinion's attention to risk events.It has also become the core practice of social media in the construction of social risk.The generation of public opinion risk has experienced a logical process from individual expression to social adjustment.The main reasons for the formation of public opinion risk include the public crisis of "decentralization" of Internet technology and social media,the crisis of "system structure" of transitional society,and the crisis of media literacy lack of the public as "producers and consumers".In the context of risk society,the governance of public opinion risk needs to improve the governance mechanism of "technical risk" of the Internet,construct the risk communication mechanism of public interest expression and collaborative participation,construct the practical ethical standards of social media,and strengthen the media literacy education for the public for comprehensive governance.
