In recent years,with the rapid popularization of new media and the increasing number of Internet users,the influence of network information dissemination and public opinions have hit society more and more.The Internet information has gradually merged with traditional media and became a “magnifying glass” for public opinion,playing an important role in public's ideological concepts,value judgments,cultural education and life styles.Since the media has the characteristics of openness,immediacy,transmissibility and freedom so that it's an important platform for the public to express their wishes and demands as well as an important way to provide and share the public's true views and their own news.The era of network public opinions' explosion has also arrived.At present,it has been an important issue to be solved that how to adapt the government's thinking to the development of we-media era and promote information disclosure with government transparency,and thus better serve the public.In the context of “everyone has a microphone” in we-media era,the unprecedented expression of public opinions leads to a “spurt” state of network public opinions.So how to govern network public opinions effectively will inevitably become a critical test and a whole new challenge for governments.Therefore,the research direction of this paper is based on the perspective of multi-agent participation governance.It analyzes how governments break the predicament of network public opinion governance in the era of we-media and proposes specific countermeasures and ways.By reading a large number of domestic and foreign literatures about public opinion governance,the author has formed the idea of this paper on the basis of absorbing the predecessors' research results.Firstly,this paper starts with the related concepts of network public opinion,taking the theory of governance,crisis management theory and agenda-setting theory as the theoretical basis,adopting the methods of raising,analyzing and solving problems,using in-depth interview method,comparative analysis method,case analysis method,which takes aimed at making deep study about how to govern the network public opinion more effectively in we-media era.Secondly,this paper analyzes the characteristics of network public opinion in detail that are difficult to be governed such as suddenness,universality,interactivity and resistance to control,which leads to the current governance dilemma,namely,lack of participation subjects in governance besides governments,single and backward governance means,slow response to the public opinion,deficiency of systematic and complete legal basis.According to case studies and interview results,the author summarizes and enumerates the causes of the governance dilemma: backward consciousness in response,insufficient ability to analyze and predict,unscientific dealing methods and inadequate institutional mechanisms.Finally,the author provides inspiration for the network public opinion governance strategies by drawing on the current advanced practices and experiences of domestic and foreign governments.The government should establish the correct concept of network public opinion governance,strengthen the mechanism construction of network public opinion governance,consummate the legal system management of network public opinion,promote the technical level in dealing with network public opinion and improve the main system of public opinion governance,so as to comprehensively elevate the level of network public opinion governance in our country and urge the development of network public opinion governance to be better and faster.
