Research On The Guarantee Mechanism Of Anti-corruption Open Data

In recent years there has been an increase in the availability of open data – data that can be freely used,modified and shared by anyone for any purpose.Open government data is emerging as an important tool in the fight against corruption in that,by enabling increased transparency in terms of government activities,budgets and expenditures,it becomes an important ingredient in various accountability interventions.There is demand for government to open up more data and processes to improve information disclosure and transparency,to facilitate public scrutiny and to allow for information that is easier to work with and compare,which should reduce the mismanagement and misallocation of resources and help secure a fair deal for governments and citizens.The open data that can play an active role in the process of anti-corruption can become the open data of anti-corruption.Through the role of anti-corruption open data in prevention,discovery,investigation and punishment,we can find that there are still some problems in the process of data construction,such as data set determination,data standard and release level selection,policy guarantee,fund guarantee and organization guarantee.In this regard,the author summarizes the excellent experience of anti-corruption open data at home and abroad,and puts forward the importance and necessity of constructing the safeguard mechanism of anti-corruption open data.And in the form of papers.The research of this article is mainly divided into five parts.One is to define the concepts of open data,anti-corruption open data,and anti-corruption open data protection mechanism.The second is to conduct research from the necessity of constructing an anti-corruption open data protection mechanism.The third is an in-depth analysis of the characteristics and limitations of the system's enforcement mechanism,social linkage mechanism,supervision mechanism,and incentive mechanism based on interviews with government staff.The fourth is to analyze and summarize the French anti-corruption open data experience.The fifth is to draw on the excellent experience of France's anti-corruption open data protection mechanism and propose a path to build my country's anti-corruption open data protection mechanism.
