As China's socialism with Chinese characteristics enters a new era,the state has put forward many new demands for the construction of the civil service.General Secretary Xi Jinping put forward in the nineteen major reports of the party,"we need to build a high-quality and professional cadre contingent",which has pointed out the direction for the construction of the cadre team in the new era.At present,with the deepening of trade facilitation and liberalization in China,the standardization,unity and professional requirements of customs law enforcement are also increasing.In March 2018,the plan for deepening the reform of the party and state institutions decided to put the responsibility and team of entry-exit inspection and quarantine management into the customs.On the basis of the original four functions of supervision,taxation,anti smuggling and statistics,the new customs added the relevant responsibility of inspection and quarantine,with broader responsibilities,stronger team and more arduous tasks.According to the civil servant law,the civil servant position classification system is implemented in China.According to the nature,characteristics and management needs of the civil servant position,it is divided into comprehensive management,professional technology and administrative law enforcement.As a national vertical administrative department,the Customs has carried out some exploration in theconstruction and management of the cadre team according to the civil servant law.Since 2011,a series of management systems on customs experts have been issued,such as the guiding opinions on the establishment of Customs expert system(for Trial Implementation),and the management of Customs experts as professional and technical civil servants is intended to broaden the career development path of Customs civil servants.However,the system is relatively simple and general,and does not form a complete system,standard and scientific mechanism,and the reform of professional and technical civil servants has not been started,which makes it difficult for the personnel department to operate in practice.In June 2019,the national customs officially implemented the reform of classified management of civil servants.The customs civil servants were divided into comprehensive management and administrative law enforcement categories,and no professional and technical civil servants were set up.The professional talents of Customs experts are more difficult to highlight.At the same time,due to the different classification of civil servants,the customs experts who are classified into the comprehensive management and administrative law enforcement categories can not enjoy the same treatment in terms of job promotion,education and training,assessment and evaluation,incentive guarantee,etc.,and the customs expert management system is in vain in practice.To clarify the management requirements of Customs experts and standardize the management system of Customs experts is conducive to promoting the construction of professional talent team,and to better encourage and guide customs experts to apply professional knowledge and skills to customs undertakings.To sum up,this paper takes the customs expert management system as the research object,use literature research,comparative analysis,empirical research and other methods to investigate the development process and implementation status of the customs expert management system,analyze the problems and causes of the system,and propose feasible countermeasures to optimize the customs expert management system on the basis of fully learning from foreign advanced experience Recommendations.First of all,the paper interprets the two concepts of civil servant classification management system and customs experts,and selects the theory ofhuman resource classification management,two factor theory and career anchor theory as the basic theoretical basis for the study.Secondly,it explains the development process of the customs expert management system,which is mainly divided into two parts.The first part is from 1987 to 1992,the customs implemented the professional position sequence management system,and appointed the professional cadres in the system as Senior Customs supervision,customs supervision,assistant customs supervision and other professional and technical positions.The second part is from 2012 to now,initially established and implemented the customs expert management System.The main contents of the system are introduced around the management subject,level,evaluation,tenure and assessment of Customs experts.At the same time,Taking Hangzhou Customs as an example,the implementation and effectiveness of the system are illustrated.Thirdly,it analyzes the problems of the management system,which are as follows: the identity of professional talents is not fully reflected,the scope of expert selection and evaluation needs to be improved,the education and training system is relatively single,the assessment and evaluation system is only in form,and the incentive and guarantee treatment is difficult to realize.The main reasons are the lack of system design,the imperfection of training mechanism,the fuzziness of policy content,the lack of supporting management system,and the obsolescence of ideas.From then on,I learned from the management system of American senior professional technical civil servants in terms of terms of reference,learning and training,performance appraisal,incentive mechanism,etc.through comparative analysis,I compared the system with the customs expert management system,and extracted advanced experience and practices.Finally,it is clear that the optimization of Customs expert management system needs to follow the four basic principles of overall promotion,distinction between government and affairs,ability to go up and ability to go down,and appropriate proportion.Then,it puts forward solutions and paths from five aspects: clear management positioning,selection and evaluation methods,training and education mechanism,assessment and evaluation system and incentive and security system.
