Research On The Problem Of Community Grid Management In Lianshan District Huludao

During the process of urbanization,the management of the city lags behind the construction of the city.The management of the city faces an enormous challenge.The grid management of urban community can not only eliminate the disadvantage of traditional management model but also promote the progress of social management level.This kind of management accords with the concept of modern governance and is the inevitable trend of urban governance refinement.Lianshan District,as the central part of Huludao,is the pilot in the exploration of the grid management of community.This provides theoretical and practical fundamentals for the implementation of grid management all over the city,which is a powerful guarantee.This article is based on governance theory,new public service theory,refined management theory,and takes method of literature analysis,case-study and questionnaire,aiming at studying the problem of community grid management in Lianshan District.By taking a series of grid management measures such as establishing a system and a mechanism of grid management,designating the whole region's grid scientifically,organizing a grid team,building a service management platform of information community.This work has proved to be efficient in recent days.However,in the on-the-spot investigation,there are still several problems,including unclear division of community grid management responsibilities,low level of public participation,low overall quality of grid staff,and mismatch between community service and residents' needs.There are several reasons for this.For example,the relationship among management subjects has not been straightened out,residents' awareness of participation is weak,grid staff's quality is poor,and the consciousness of thinking highly of management while despising service have existed for a long time.By combining the actual fact of the situation of the grid management in Lianshan District,it is recommended that taking measures of clarifying the responsibilities of government and community,increasing residents' participation,improving the quality of grid staff and ability of services.
