The report of the 19 th National Congress of the Communist Party of China emphasized that “implementing food safety strategies so people can eat at ease”,and raise food safety to the height of national strategy because it is not only a matter of health and life of the general public,but also of the regional economy development.It will have a major impact on the harmonious and stable society and the credibility of the state and government departments.In June 2015,Premier Li Keqiang of the state council held and chaired the executive meeting of the state council.In his speech,he clearly pointed out that "the use of modern information technology such as big data is a powerful method to promote the transformation of government functions,streamline administration,delegate power,improve regulation and optimize services.We will use big data to monitor food safety and other key aspects of people's lives,and take the initiative to investigate violations of laws and regulations.On October 31,2019,the 19 th Session of Fourth Plenary Session of the Central Committee of the Communist Party of China stated in the Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Upholding and Improving the System of Socialism with Chinese Characteristics and Promoting the Modernization of China's Governance System and Capacity(hereinafter referred to as the" decision ")that “We will establish and improve rules and regulations for administrative management through the Internet,big data and other technological means,strengthen orderly data sharing,protect personal information in compliance with the law,and promote the establishment of a digital government in the new era”.Fengxian District proposed the "Three-Year Action Plan for Fengxian District to Promote the Construction of Smart Cities(2017-2019)" in 2017,actively promoting the application of modern information technology such as the Internet of Things and cloud computing to construct a traceability system,and establishing a "Fengxian District food traceability management and public inquiry System",which traces and manages the information of food production,distribution and catering services to ensure the traceability of food source information.This thesis takes Fengxian District of Shanghai as an example,through the analysis and research of the smart supervision of food safety in the regional government,and the use of literature research method,comparative research method,interview method and case analysis method to analyze the smart government management of food safety in China.The predicaments and reasons of the problems are analyzed,and the corresponding countermeasures are proposed to provide a useful reference for improving and optimizing the smart safety supervision model of food safety.This paper is divided into the introduction and five chapters.The first part is the introduction,which draws out the research background,significance and purpose of the topic from the perspective of intelligent supervision of food safety.It systematically reviews the research status of intelligent supervision at home and abroad through literature review,sorts out the main research methods of this thesis,and summarizes the research innovation and shortcomings.The first chapter defines the concepts of food safety,intelligent supervision of food safety and big data,and introduces the main theoretical basis of this paper,namely the theory of public goods,the theory of externality and the theory of information asymmetry.The second chapter is to seek for the logic of the transformation of food safety supervision mode by elaborating the historical transformation and evolution of China's government supervision mode and comparing the two modes of traditional supervision and intelligent supervision.The third chapter takes Fengxian District of Shanghai as an example,and explores the smart supervision of food safety through Fengxian District,analyzes the status of government's smart supervision of food safety,and discusses the performance evaluation achieved by the innovative smart supervision model so far.The fourth chapter is to enumerate the predicaments of the smart food safety supervision model,and analyze the causes of the problems in detail.The fifth chapter is to propose reasonable suggestions and countermeasures to the problems existing in the government's smart supervision of food safety in combination with China's national conditions.The sixth chapter summarizes and elaborates the conclusions of this paper,reflects on the major shortcomings of the thesis,and proposes the future of the research.In this paper,the existing problems of the intelligent supervision mode of food safety in China are summarized,including the lack of data,the unsmooth sharing channels,the lack of in-depth application and analysis,and the failure to form the supervision concept were analyzed.The reasons for these problems are as follows: serious data silo effect,mismatch of intelligent supervision system,imperfect follow-up guarantee mechanism,lack of supervision personnel's ability and insufficient fund and expense guarantee.On this basis,this paper puts forward four specific suggestions,including strengthening top-level design,strengthening data collection,mining data utilization,and guaranteeing personnel technology.
