"Small Official Greed" In The Field Of Poverty Alleviation

On March 6,2020,the Party Central Committee held a decisive meeting to overcome poverty.General Secretary Xi Jinping mentioned that as of the end of 2019,the country 's remaining poor population was 5.51 million,which was 7 consecutive The annual poverty reduction is over 10 million,and the incidence of poverty has also dropped from 10.2% at the end of 2012 to 0.6%.By the end of February 2020,there were 52 uncapped poverty-stricken counties in China,and regional poverty had been basically solved.China has achieved the best results in the history of poverty reduction,and its poverty reduction program and achievements have been widely recognized by the international community.UN secretary-general Antonio guterres has said publicly that other developing countries can learn from China's experience in poverty alleviation.When the achievements in poverty alleviation work have attracted worldwide attention,it is even more important to see the violations of laws and disciplines hidden behind them.The final goal of poverty alleviation is in poverty-stricken grassroots areas.In recent years,the problem of job-related crimes in grassroots poverty alleviation work has occurred,and even the phenomenon of "great corruption among small officials" and "great corruption among small officials" has appeared.In this study,79 typical cases of "corruption and style problems around the masses" were exposed in the sub-column of "supervision and report" on the website of the central commission for discipline inspection and supervision from 2017 to February 2020.In 79 cases,the amount of money involved was huge and the circumstances were bad,which seriously damaged the vital interests of the poorpeople,hindered the development of poverty alleviation work,affected the quality of poverty alleviation work and damaged the reputation of poverty alleviation policies.After sorting out relevant cases,it is found that the forms of "petty corruption" include: falsely claiming poverty relief subsidies,misappropriating poverty relief funds,embezzling poverty relief funds,and soliciting bribes.It is characterized by immobilization of corruption,short incubation period of corruption,heavy emphasis on individual corruption,and serious corruption among the top officials at the grass-roots level.On the basis of case analysis,this paper tries to analyze the influence of what factors are affected by "small officials and huge greed" ? It provides concrete Suggestions for preventing and curbing the corruption of small officials in the field of poverty alleviation.The author analyzes the subjective factor,the environmental factor and the system factor,and points out the reason of the "small officials and huge greed".Subjective factors refer to the behavior characteristics of grass-roots cadres,such as interest-oriented career planning and weak legal awareness.Environmental factors refer to the political and cultural environment at the grassroots level.Institutional factors refer to the loopholes in the poverty alleviation system,such as the performance evaluation system of the national special financial fund for poverty alleviation and the poverty alleviation supervision system.
