With the transformation of social governance structure and the rapid growth of social organizations,the state has introduced policies to promote the participation of social organizations in social governance,advocating "innovating social governance system,improving social governance mode,stimulating social organization vitality "," co-construction and co-governance and sharing social governance pattern,promoting social governance center to move down to the grass-roots level,giving play to the role of social organizations,realizing government governance and social regulation,residents autonomy benign interaction" and so on.It promotes the diversification of the main body,content and form of public service supply,and makes the public welfare social organization gradually become an effective carrier to undertake the transfer of government functions,and plays a unique role in the innovation pattern of social governance.On the other hand,the deepening of the social reality demand,the general public demand for public services gradually presents a complex,diversified and personalized characteristics,relying solely on administrative forces to meet the needs of the public more obvious situation,the characteristics of the public welfare industry,social organization classification and service field gradually refinement are urgently needed to support the professional ability of public welfare social organizations,in the past,the shallow level of cognition and demand of social organizations has been unable to meet the actual situation of current social development,but it is in the process of participating in social governance,many public welfare social organizations have seen their own capacity deficiencies.Improving professional ability becomes the only way for the survival and development of public welfare social organizations.The capacity-building of public welfare social organizations,especially professional capacity-building,is the key to the quality and sustainable development of their services,and the content of professional capacity-building also needs organizations to focus on the real development environment and organizational prospects,concentrate advantages and integrate resources to break the existing resource dependence,but because the growth of public welfare social organizations in China is faced with many formal system management and multi-resource constraints,organizational development and professional operation need to obtain key resources such as development opportunities,human wealth and platform support as government and society.Based on an empirical interview with the Shanghai J Public Welfare Development Center,this study,through literature research,case analysis and field investigation,analyzes the multi-disciplinary contents of public management,administration,sociology and so on,and studies the construction of professional capacity of public welfare social organizations.The first chapter introduces the research background and significance,domestic and foreign research status,research methods and research ideas.The second chapter is an analysis of the theoretical content and necessity of the professional capacity building of the public welfare social organization,defines the two core concepts of the public welfare social organization and the professional ability,explains the reasons for the selection of the four specific ability dimensions of the case object,and expounds the necessity of the professional development of the public welfare social organization at present.The third chapter mainly introduces the practice case of the specialized development of the public welfare social organization,taking the Shanghai J Public Welfare Development Center as the research case,introduces the establishment background,the development course and the practice of the specialized development of the J Public Welfare Development Center,and tells the vivid growth story of the organization guarding the cognitive elderly and guarding the memory.The fourth chapter is to analyze the construction content of the professional capacity of the public welfare social organization on the basis of practical investigation and literature research,and select the ability of service supply,resource absorption,brand building and social mobilization.The fifth chapter is to explore the constraints faced by public welfare social organizations in the process of professional service capacity building,mainly to analyze the lack of supply of institutional resources,capital difficulties and talent resources difficulties three aspects,these constraints are most public welfare social organizations in the process of professional development facing universal problems.The last chapter of the study is to consider the feasible ways to improve the professional ability of public welfare social organizations under the national conditions of our country.On the one hand,the government should promote the effective supply of institutional resources and create a good institutional environment for the capacity building of public welfare social organizations.
