In February 2019,the State Council issued the National Vocational Education Reform Implementation Plan,which for the first time clarified that "vocational education and general education are two different types of education and have equally important status." This is a deepening understanding of the strategic position of China's vocational education.In this context,Changsha,as a capital city in the central region,a pilot city of “Made in China 2025”,being in the frontier position of vocational education development,needs to promote vocational education to achieve its “fair and high-level development”.However,the development of secondary vocational education in Changsha is uneven and inadequate.It still faces problems such as imperfect vocational education system,unbalanced resource allocation,and uneven quality of vocational education and training.To this end,the author uses public product theory,public choice theory,new public service theory and synergy theory to discuss the necessity of government management of secondary vocational education.Based on the relevant documents,statistical data,reports and other information released by Changsha Municipal Government and Changsha Municipal Education Bureau,the author studies the management behavior of Changsha Municipal Government in the development of secondary vocational education from two aspects—the positive behavior and existing problems.Finally,by learning some effective management behaviors from domestic and foreign governments in the development of vocational education,the author proposes some practical suggestions for optimizing the management behavior of Changsha municipal government.Modern vocational education management emphasizes the coordinated management of multiple entities such as government,society,enterprises and schools,optimized allocation of vocational education resources,support for disadvantaged groups and disadvantaged vocational schools,and improvement of the modern vocational education system and the development model.Starting from the status quo and existing problems of the secondary vocational education in Changsha,the author explores the problems of the management behavior of Changsha Municipal Government,which can enrich the relevant research on local government's management of vocational education.Improving the management of Changsha municipal government in developing secondary vocational education is conducive to its high-level development.It also contributes to cultivating high-quality technical talents,and achieving the strategies of “Technical Talents in Hunan” and “Wisdom in China”.
