December 2007,Changsha-Zhuzhou-Xiangtan Cluster approved by the State Council,became a resource-saving and environment-friendly society(referred to as "two-oriented society")to build a comprehensive reform pilot area.Hunan Provincial Committee of the Ninth Plenary Session of ten proposed to build a ""two-oriented society" as a way to accelerate the transformation of economic development goals and promote the transition from uncoordinated to coordinated,extension and expansion,intensive use of resources to extensive,in order to enhance the comprehensive economic strength of Hunan Province.Social institutions,economic competition between organizations to compete more and more rely on soft power technology.The key to improve the technology of soft power lies in the expansion of the total personnel,improve the quality of talent,and inspire potential talent and innovation.Effective talent introduction policy is an effective way to lifting talent quality,balancing supply and demand of human resources,urging personnel structure in a reasonable distribution.Certain incentives can also spire potential through talent introduce policies.The paper based on theory of the human capital and the public policy analysis,analyze of domestic and foreign policy in a typical urban on talent introduction policy,and summary their features.At the same time,sort out the "two-oriented society" talents introduction policy,finding that policy exists some problem: Policy makers fragmented,inadequate refining policy objectives,policy object not clear,policy implementation policy failure exists,informal policy evaluation and other issues.On the basis of in-depth analysis of t "two-oriented society" personnel structural,drawing on the experience of outstanding city group home and abroad,combined with value of society,there some two-oriented society talents introduction policy recommendations: confirming the position of policy makers,focusing on personnel needs,building a talent identification and evaluation system,promoting regional human capital integration,using scientific The proposed policy evaluation methods.
