Since reform and opening up policy,along with the establishment of market economic system in our country,the government changed the pattern which government won the school after the founding of new China.It has determined the important position of Private education in the education system from the law to the policy level.Since the reform and opening up,the rapid development of private education has relieved the contradiction between funding inadequacy and education resources shortage,which lasted for a long time in our country.It also meets the demand of the diversification of education,which made a significant contribution to the development of the cause of education in our country.In 2010,the party central committee and the state council issued the national medium and long-term education reform and development plan(2010-2020),which stressed: the private education is an important growth point of education development and the important force to promote the reform of education,and it should improve the public finance for private education support policy.Guangdong,as the forefront area in the reform and opening up,the first big province in national economy,the first position of the local education development scale in our country,which makes a great contribution to promote the healthy development of education.However,as the rapid development of private education,at the same time,there are many problems which hinders its healthy development.The insufficient funds bring a great challenge for its development among them.Private education,the product of market economy,both in terms of education product attribute,analyze contribution to the regional education finance directly or indirectly,the government strengthen the management of the specification,at the same time,it continuously perfect public financial support mechanism.Strengthening fund is the necessary guarantee to guide the healthy development of non-governmental education.The thesis selected the capital of Guangdong province--Guangzhou as a case,taking the local compulsory education as the breakthrough point,combining with theproblems in local compulsory education schools in Guangzhou,analyzing the problems of public finance for the funding of private compulsory education,so as to put forward policy suggestions.The thesis is mainly divided into five chapters.The first chapter is the introduction part,through raise of the problems;it introduced the research background,the definition of the concept,research purpose and significance,research method,the emphases and difficulties and innovation of the research.The thesis also makes the related literature review at home and abroad,which offers good reference for this study.The second chapter mainly introduces the basis of public financial fund for the private compulsory education,including the theoretical and practical basis.The third chapter analyzes the international and domestic advanced cities supporting experience.The thesis takes historic United States,funding for larger efforts of the Netherlands and the comprehensive pattern Australia for example.Selecting the ministry of education designated domestic non-governmental education of comprehensive reform pilot in Shanghai,Wenzhou,Shenzhen and HongKong as an example,through to support private education experience at home and abroad,seeking common ground while putting aside differences,to provide reference in the process of exploring the Guangzhou public financial fund for the compulsory education.The fourth chapter describes present development of Guangzhou local compulsory education and combines with the challenges of the local compulsory education school,to analyze the problems existing in the public financial support.The fifth chapter puts forward policy suggestions in view of the current funding problems.
