The management system of "regarding county as principle" makes the rural compulsory education realize change its holder from farmers and villages to the government and the counties. Though obtaining good effects, the policy of "regarding county as principle" limits the further development of the rural compulsory education to a large extent because of its oneness. The ultimate reason is that the feeblest county government in public finance undertakes the most part of devotion burdens of the rural compulsory education, while the central government and the province class puts much less, causing the rural compulsory educationbehindhand and unbalanced. The thesis puts forward to the elementary blue print of all levels government's partaking the public finance responsibility of the rural compulsory education and the mechanism of guaranteeing implementation. Firstly, compared with the public finance devotion system of the rural compulsory education in America and Japan, the article puts forward to that our country should build up a relatively concentrative type of public finance devotion of the village compulsory education system, matching our country state of the nation of opposite, namely government, the government of center, province, city, county levels undertakes together, and the central and provincial government take the most part of it. Secondly, aiming at the problem of irrational percentage of personnel's wages, public outlay, construction budget and imbursing budget, the thesis calculates the amount and the rational rates of the four items, which ensures the development of the rural compulsory education.
