With the increasing emphasis on the implementation of re-education of in-service teachers,the education sector has carried out various teacher training programs to improve teachers' level of information education.Therefore,it is imperative to carry out teacher training project evaluation,but it is not optimistic about its current research status.There are some problems in the practice of existing teacher training project evaluation,for example,the assessment becomes in mere formality and assessment tools are single;the process of assessment is easy to be superficial;assessment activities are separated from the implementation of its training work,which fails to play a important role in the improvement and supervision of project work;Some evaluation work is only to evaluate the training results,and it does not involve the evaluation of the training implementation process,which leads to the lack of assessment results.Based on the preceding parts of the paper,this research focuses on the evaluation of the implementation process of teacher training project.By summarizing related researches about the designs of the domestic teachers training project evaluation,evaluation methods,evaluation tools and so on,the author analyses and compares the advantages and disadvantages of the typical evaluation model and its practical research.In order to improve the implementation of the training plan,the paper bases on the four stage features and functions such as Situation evaluation,input evaluation,process evaluation and outcome evaluation.According to the five levels of evaluations,such as its index,object,methods,tools,as well as objectives and significance,and based on the CIPP model,the author shows the evaluation framework of teachers' informationization teaching ability training project to improve the training implementation plan and define the range of the framework application,At the same time,the author combs relevant theories and practice study of evaluation tools,and learns some experience from the relevant tools development,then the author shows the design and application methods of assessment tools,which includes the questionnaire,discussion / interview outline,observation record table,test question,resource verification checklist and so on.these assessment tools can help the evaluation work in an orderly way.According to the framework of teacher' informationization teaching ability training project evaluation and applying the appropriate tools,the author uses the design-based research and takes the " UNICEF-qualcomm 21 st century classroom(Sichuan)" project as an example to track and evaluate the implementation process of teacher training project.In the empirical study,based on the evaluation results of the project implementation in different stages and the problems in the process of evaluation,the author refines and revises the initial evaluation framework and evaluation tools through multi-round iterations.Some conclusions in the research have showed in the following:Firstly,it shows that the evaluation framework is highly operational.it can supports the evaluation of training programs,and promotes the improvement of training plan.Depending on the training organization and training contents in the course of training implementation,project managers and training organizations can make dynamic adjustments.Secondly,on the basis of questionnaire,forum / interview outline,observation table and other evaluation tools,some methods about design and development,application proposed by the author can effectively support the evaluation work,and the application effect is ideal.Finally,some suggestions are proposed on the application of the evaluation framework...
