With the expansion of higher education,new local colleges and universities boarded the stage of higher education and play a major role in personnel training in China.In the today that the society corresponding to the increasing demand for technical personnel,the new local colleges and universities to the application of technology university transition has become an inevitable trend.Any reforms of higher education are inseparable from the construction of teachers.In the construction of new local colleges and universities in the critical period of transition,"double qualification" team of teachers has become a crucial part of the building.However,from the present situation of the new local undergraduate colleges,the problems existing in the construction of the "double-qualified" teachers will be an important factor restricting the transformation of the school.As a hot topic of higher education,it is the object of many scholars to study the transformation of new local undergraduate colleges.The problem of teachers in transition,especially the construction of "double qualification" team of teachers,has gradually attracted the attention of scholars.This paper takes the problems in the construction of the “double qualification " team of teachers in the newly established local colleges and universities in Gansu Province as the research focus,and selects four representative local colleges and universities in Gansu province.Through the literature method,the questionnaire survey method and the interview method And other methods,the investigation of teachers' teacher structure,teacher quality," double qualification " team of teachers training and management of " double qualification "team of teachers in the construction of " double qualification " team of teachers in newly built local colleges and universities in Gansu Province.Through the analysis of teacher questionnaire and student questionnaire,the author draws the problems existing in the construction of " double qualification " team of teachers in four newly built local colleges and universities in order to push the new local undergraduate colleges in Gansu province in the “double qualification" team of teachers the problems in the construction of the team.Through the investigation,it is found that there are the following problems in the construction of "double-qualified" teachers inthe newly established local colleges and universities in Gansu Province: "Double-qualified" teachers are unreasonable and the overall quality of teachers is low,Teachers training a single way,"double-qualified" teachers' management chaos.On the basis of these problems,this paper analyzes the causes of the problems in the construction of "double-qualified" teachers in the newly established local colleges and universities in Gansu Province from the aspects of government support,concept and school autonomy.On the basis of the reason analysis,this paper puts forward some suggestions on the construction of "double-qualified" teachers in the newly established local colleges and universities in Gansu Province: The government to strengthen support;teachers agree with the "double teacher" concept,improve the quality;the establishment of reasonable teachers pre-service training system,the school to strengthen the "double teacher" teacher management.
