Research On Social Work Intervention For Community Participation Of Urban Elderly People

Since initiating the reform and opening up,China has undergone important changes of political system.China emphasizes more on the establishment of "service"government,and gradually "small government,big society" concept is well-known to us all.As a grass-root unit of national social governance,community also gets rid of the system of unit gradually,paying more attention to community autonomy,putting emphasis on many kinds of force participating in community governance.In particular,community attaches importance to stimulating the residents' initiative and enthusiasm to participate in community public affairs.Community participation is both the means and purpose of community building,and is also the source and motivation of community development.At the same time,with the further development of democratic politics,the enthusiasm of citizen participation has also been improved.Because of much retirement time and strong sense of belonging to the community,the elderly gradually becomes the main force of community participation.What's more,as for the elderly,participation in community public affairs is also beneficial to achieve active aging,and it contributes to meet their needs of seeking for entertainment,broadening interpersonal network,comforting spirit,achieving self-worth and many other aspects,too.In recent years,academics and government pay more and more attention to the importance of social work in cooperating with community governance.The government has made great efforts to purchase public services to promote social work's development,providing a new channel for community residents to participate in community public affairs.In this context,under the theory of strengths perspective,taking family service center in S community as an example,this article makes a research on how social work mobilizes many kinds of abilities and resources to promote the old people's participation in community public affairs by means of service projects.This article analyzes the feasibility of social workers' intervention,the roles of social work playing,the effective action strategies,the difficulties they faced,and tries to put forward some rational proposals.The writer hopes this article can enrich the social work's practical experience in community participation,providing some reference to other project colleagues.The study finds that social work's intervention is feasible and effective in promoting community participation of the elderly.Social worker plays roles in encouraging,coordinating,empowering and advocating.And effective action strategies contains designing service activities based on old people's demands,actively promoting community-social organization-social workers linking mechanism,strengthening the training and management of volunteers,paying attention to community propaganda and community education,and etc.The action of participating in community public affairs for the elderly is influenced by themselves,social workers,community,historical and social environment.At the end of the article,the writer puts forward some suggestions to promote the further development of the community participation in the background of the project,and explores the residents'self-government management of the community public welfare fund.
