In recent years, the research of industrial agglomeration has attracted more and more scholars. At the same time,China has gradually increasing the construction of industrial agglomeration area.In the process of promoting industrial agglomeration in our country, the geographical pattern of labor force and manufacturing industry has undergone tremendous changes. The scale of China's labor mobility has rapid growth, while industry has begun to transfer, showing a more obvious advantage to other cost advantage of the situation.Whether the labor mobility and industrial transfer have promoted the improvement of the level of industrial agglomeration, whether it is conducive to the formation of agglomeration effect, whether it is conducive to promoting the optimization of China's industrial space layout, which has become an urgent problem to be solved. The paper investigates China's manufacturing of 30 provinces(except for Hong Kong,Macao,Taiwan and Tibet)from 2000 to 2014.First,this paper combs the mechanism of the impact of labor mobility on regional industrial agglomeration, the mechanism of industrial transfer on regional industrial agglomeration and both of them on regional industrial agglomeration. The paper analyzes the characteristics and trends of industrial agglomeration, labor mobility and industrial transfer. Also, this paper constructs the dynamic panel data model, using the two-stage difference GMM and the two-stage system GMM to analyze the impact of labor mobility and industrial transfer on regional industrial agglomeration. The following conclusions are obtained :(1)From 2000 to 2014,China's manufacturing is mainly concentrated in the economically developed provinces. The relatively less developed provinces are not the main gathering place of China's manufacturing. The spatial layout of China's manufacturing is gradually changing.(2)From 2000 to 2014,China's labor force formed a net inflow to the economically developed provinces, and formed a net outflow to economically less developed provinces. The labor force was affected by the level of economic development.Labormobility has changed over time, and its space changes have taken place too.(3)With the structural transformation and the need of economic development, the transfer of manufacturing has occurring between regions. The transfer of China's manufacturing follows the “gradient transfer”law. The spatial pattern of manufacturing transfer is changing.(4)Both lag one period of the level of agglomeration and the industrial transfer have a significant positive impact on the regional industrial agglomeration. The labor mobility has a significant negative impact on the regional industrial agglomeration. The combined effect of labor mobility and industrial transfer is only little on the industrial agglomeration. The degree of openness has a significant positive impact on industrial agglomeration. The market demand has a significant negative impact on the industrial agglomeration. The infrastructure and the proportion of manufacturing enterprises have a certain degree of impact on the industrial agglomeration. Moreover, the impact of labor mobility and industrial transfer on regional industrial agglomeration is robust.
