The background of the era of educational power and the policy background of the full implementation of the performance pay of public institutions have opened the prelude to the reform of teachers' performance pay.At present,many universities have started to explore the performance salary reform,but in view of the unique nature of College Teachers Occupation characteristics,geographical differences,economic,cultural and other aspects of the reform,the effect is not a part of the reform,criticism,resistance,stop.In this paper,the performance salary reform in University of Shanghai teachers from the perspective of research,through in-depth analysis of background and requirements of teachers performance pay reform policy of the Shanghai municipal colleges and universities,grasps the situation of teachers performance pay reform of the Shanghai municipal colleges and universities,a profound analysis of current restricting factors in performance pay reform of Shanghai municipal colleges and universities and policy recommendations.The paper uses some research methods including document analysis,comparative analysis and depth interview,researching from the theoretical basis,policy and practice in the three aspects: at the theoretical level,using literature analysis method,combing the related literature at home and abroad;at the policy level,introducing the policy background and the basic requirements of the teacher performance pay reform of Shanghai municipal colleges and universities;at the operational level,using depth interviews,interviewing with 6 teachers from different municipal universities in Shanghai,by processing the interview data and expert assessment,getting 14 first level coding entries and 37 second level coding entries,and then analyses the current situation of teacher performance pay reform of Shanghai municipal colleges and universities,which combined with the coding entries and puts forward some policy proposals for reform.Through the investigation on the current situation of teacher performance pay reform of Shanghai municipal colleges and universities,getting five conclusions:The first is about the process model of the reform,which mainly includes two kinds:the transitional,phased reform process model and consistent,direct reform process model.The second is about the content of the reform,including the standard to sort out the original subsidies;cooperate with the departments of Shanghai government to effectively control the performance of the total wages;according to the relevant regulations formulated by the state and the department of Shanghai,the Shanghai municipal universities develop their performance pay allocation method and clear their performance appraisal program,develop detailed performance assessment principles,contents,requirements and forms of organization and implementation.The third is about the effect of the reform,mainly reflected in the subsidies more standardized in place;university teachers have a deeper understanding of the concept of "pay for performance";The system of performance appraisal has been systematically combed and further standardized.The fourth part is about the problems in the reform,which mainly focus on the problem of the total amount of the performance salary,the function orientation of the university,the weakening of the teacher evaluation and the misunderstanding of the performance pay.The fifth is about policy recommendations for reform,the government should focus on developing a more scientific and reasonable policy of reform,establishing the window period for performance salary total amount,giving special indicators to universities which have special development and contributions,establish performance appraisal system in universities,formulating proportional structure of performance salary flexibly;the universities should focus on exploring the incentive system in line with their own reality,choosing a reasonable reform process model,establish scientific performance appraisal system,establish performance wage flexibility.There are three innovations in this paper:The first is studying from microcosmic perspective.Considering the differences between the schools and the areas,the study selects Shanghai municipal universities which are in the same area but different types as the research object,makes the research more targeted,makes the results from an individual to the whole;The second is to highlight the comparative analysis,to avoid over generalization.A comparative analysis of the status of performance wage reform of different municipal universities,highlighting the relevance and diversity.The third is using the method of depth interview to obtain the first hand information of the current reform and development,which largely ensure the pertinence and effectiveness of the research.
